Hainan FTP to launch international service portal in September

On August 8, the Hainan Free Trade Port announced that an international FTP service portal will debut across PC and mobile platforms in early September. This integrated digital gateway addresses key international service needs—including business investment, employment, tourism, shopping, and more.

The portal’s Online Services section features 30 high-demand functions across a variety of categories including entry clearance procedures, medical/vaccination appointments, stay/residence/work permits, talent accreditation, and foreign enterprise registration/filing.

In order to optimize the tropical province’s business environment, Hainan is also working to improve in person service accessibility for foreign nationals. For instance, service handbooks for expats have been developed to provide guidance for working, living, traveling, investing, studying, and duty-free shopping in Hainan. Additionally, cities such as Haikou and Sanya have established dedicated international service zones in government service halls, with professional foreign-language support teams providing consultation and guidance. Payment systems are also being optimized at airports and high-speed rail stations, adding more payment options to the existing foundation of international credit card payments already accepted at scenic attractions, hotels, and restaurants on the island.

Hainan is further strengthening government-corporate communication channels through local business engagement platforms. Since 2025, Hainan has hosted five "Blue Ocean" business dialogue sessions, which address international company concerns while delivering timely policy updates and issue resolutions. The 12345 international service hotline has also been upgraded to ensure swift responses to inquiries and suggestions from foreign businesses and individuals.

Going forward, Hainan will prioritize solutions for key foreign investor concerns—market access, funding, industry incentives, and tax benefits—on the international service portal. "Policy toolkits" and customized service packages will be introduced to streamline online procedures for companies and individuals from around the world.
