To implement the Overall Plan for the Construction of Hainan Free Trade Port, accelerate the construction of Hainan International Design Island, continue to build a brand competition IP, and empower high-quality development through design, the Department of Industry and Information Technology of Hainan Province, in conjunction with the People's Government of Lingshui Li Autonomous County, jointly organize 2025 The 4th Hainan International Designer Competition. The relevant matters are notified as follows:
I. Competition Purpose
Focusing on digital creative design, 2025 The 4th Hainan International Designer Competition centers on the theme "Connecting the World Digitally, Design Empowering Global Reach". Aligned with Hainan’s distinct local identity and its deep integration with the digital economy, the competition revolves around two core objectives: the international narrative of local culture, and the role of digital creativity in driving industrial upgrading. Through a competition model driven by dual tracks, industry–competition linkage, and the fusion of local and global perspectives, it aims to accelerate the transformation of design creativity into real-world economic value.

1. Competition Theme
Connecting the World Digitally · Design Empowering Global Reach
2.Track Settings and Propositions
2.1 IP and Product Design Track: Taking Hainan cultural elements as a reference, call for entries of design proposals for Hainan characteristic cultural IP and products, brand visuals, creative packaging, scene experiences, etc.
Proposition 1: Hainan Culture·Diverse Symbiosis
Through the interpretation of Hainan's characteristic cultures such as Li and Miao ethnic culture, aerospace culture, tropical marine culture, Danjia culture, and Dongpo culture, extract core elements, and design visual patterns or IP images suitable for cross-media communication, as well as product or brand application proposal.
Proposition 2: Creative Packaging·Hainan Intelligent Manufacturing
Focusing on the innovative upgrading of packaging for agricultural by-products, light industrial goods, and cultural and tourism-related products, the designs should adopt green and sustainable principles, and be compatible with personalized customization and digital printing techniques.
2.2 Digital and Interactive Design Track: Focusing on scenarios such as the digital economy, cultural tourism experience, duty-free consumption, and cultural going global, call for entries of digital creative content, mini-games, animations, digital humans, short video dramas, and digital promotional videos.
Proposition 3: Digital-Physical Integration · Scenario Empowerment
Participants are invited to create digital creative works—delivered through mediums such as digital visual art, AR/VR content, mini-games, animation, digital humans, short dramas, and promotional videos—that feature complete narrative structures, compelling visual expression, and interactive engagement.
3.Participation Requirements
3.1 Eligible Participants
Enterprises, public institutions, design companies, individual designers, and design teams from both domestic and abroad are welcome to participate.
3.2 Participation Scope
Participation works include but are not limited to: design proposals for cultural IP, characteristic products, brand visuals, creative packaging, scene experiences, etc., as well as digital creative works such as digital creative content, games, animations, digital humans, short video dramas, and digital promotional videos.
3.3 Notes
Submitted works or proposals must comply with national industrial policies and relevant technical standards, and must not involve any infringement of intellectual property rights or other violations of laws and regulations.
If plagiarism or any form of infringement is found, the Organizer reserves the right to disqualify the participant and make a public announcement.
Each work or proposal may only be submitted by a single entity or individual, and each entity or individual may submit no more than five entries in total.
Participants are required to submit display boards, design statements, and other relevant materials in accordance with the requirements.
4.Participation Method
Participants shall upload and submit the participation materials through the competition registration system (www.hainan-design.com) before by 24:00 Beijing Time (UTC+8), September 5th, 2025. For participation consultations: Stacy (+86 13488814075), stacy@hainan-design.com
4.1 Registration Time
The registration period is from July 10th to September 5th. No registration fees will be charged for this competition. However, all costs incurred during participation, such as creative tool usage, equipment and materials, logistics, intellectual property applications, and travel—shall be borne by the participants themselves.
4.2 Requirements for Registration Materials
4.2.1 Participant registration information
4.2.2 Project Description: A written description of no more than 500 words shall be submitted, outlining the creative concept, technical process (or applied digital technologies), application scenarios, and potential commercial or social value.
4.2.3 Related materials of work
IP and Product Design Track: Participants shall submit the main image of the work and scene display images, along with supplementary electronic materials such as videos illustrating the design concept and display effects. Each image must have a resolution of no less than 300 dpi and a file size not exceeding 5MB. Videos shall not exceed 30 seconds in length and must be no larger than 100MB.
Digital and Interactive Design Track: Participants shall submit a cover image of the work, demonstration files, video or sample footage, and an operation guide (if applicable). Each image must have a resolution of no less than 300 dpi and a file size not exceeding 5MB. Videos or samples must have a resolution of at least 1920×1080, a duration of no more than 3 minutes, and a file size not exceeding 1GB.
4.2.4 Application for incentive points
Promotion-Based incentive points: Before the start of each round of evaluation, participants shall submit complete screenshots of promotional content published on well-known domestic and international social media platforms—such as WeChat Official Accounts/Video Accounts, Xiaohongshu(Rednote), Douyin, TikTok, etc.— that are directly related to the competition or to their own participating works. Submissions shall also include proof of engagement metrics (e.g., views, likes, comments, shares).
V. Competition Evaluation
5.1 Evaluation Experts
The competition judges are composed of authoritative experts in the fields of design, digital creativity, brand marketing, communication, etc.
5.2 Evaluation Process
Compliance screening — online preliminary evaluation — online public disclosure— final on-site evaluation.
5.3 Evaluation Criteria
Adhering to the principle of aligning with local industry needs and selecting and awarding outstanding design projects suitable for scenarios such as Hainan intangible cultural heritage revitalization, intelligent manufacturing, cultural tourism experience, duty-free consumption, and cultural globalization, the evaluation criteria for each competition track are established as follows:
5.3.1 IP and Product Design Track
Innovation: originality of concept, aesthetic appeal, and cultural integration of Hainan local culture.
Technical application: Applicability of digital tools and scenarios.
Market value: Controllability of landing costs and market cooperation potential.
Communication effect: Content appeal and transmission of cultural and brand values.
5.3.2 Digital and Interactive Design Track
Narrativeness: The narrative is complete, employs innovative techniques, and is emotionally compelling.
Production Quality: The work is meticulously refined, with smooth and proficient technical execution.
Cultural Integration: In-depth exploration of culture, seamless incorporation of cultural elements, and strong audience resonance.
Commercial Expansion Potential: Empowering scenarios such as the digital economy, cultural tourism experience, duty-free consumption, and going global, with strong feasibility for implementation.
5.4 Evaluation incentive points
To expand the competition’s influence, participants are encouraged to publish positive promotional content related to the competition and their own participating works or enterprises on well-known domestic and international social media platforms to earn appropriate incentive points.
5.4.1 Participants who actively create and publish positive content about the competition or their own team’s entries (excluding simple reposts) on well-known domestic and international social media platforms, with a single post achieving at least 5,000 views and a total of 30 or more likes, comments, and shares, may submit relevant supporting materials before each evaluation round. Upon approval, they will be awarded 3 incentive points.
5.4.2 Each entry work may receive incentive points only once. The incentive points will remain valid for both the Preliminary and Final evaluations.
VI. Awards of the Competition
The competition will present a total of 60 awards, including 2 Gold Awards, 6 Silver Awards, 12 Bronze Awards, 20 Excellence Awards, and 20 Creative Design Awards (shortlisted entries, not participating in the Final evaluation or defense). The total prize pool amounts to RMB 400,000.
VII. Intellectual Properties
7.1 Intellectual Property Rights of the Competition
The intellectual property rights of the competition's logo and primary visual design are owned by the Organizer. Participants are permitted to use the logo, visual elements, and the phrase “2025 The 4th Hainan International Designer Competition” for positive promotional purposes related to the event or their submitted works. Winners will be granted the right to use the competition logo free of charge for the publicity and marketing of their awarded entries.
7.2 Intellectual Property Rights of Participating Works
All intellectual property rights of the submitted works remain with their original authors. The Organizers and Co-organizer reserve the right of priority for potential collaboration with the authors, and may use the names and logos of participating entities, as well as images, videos, and written descriptions of the submitted works, free of charge for competition-related publicity and communications.
