Ten measures to promote tourism consumption in the Hainan FTP

Recently, Haikou Customs launched ten new measures with the goal of promoting the upgrade of tourism consumption in the Hainan Free Trade Port; to support the high-quality integrated development of Hainan's culture, sports, tourism duty-free shopping, and service industries; and to help Hainan accelerate its construction as an international tourism consumption center.

Ten Measures

• Convenient passenger declaration. 

Provide Chinese and English versions of customs health and luggage declaration services on mainstream apps such as “Mobile Customs,” “WeChat,” and “Alipay.” Install multilingual self-service declaration machines are installed at entry and exit sites such as airports and cruise terminals.


• Achieve seamless customs clearance. 

Optimize the customs supervision process, implement a “one-time inspection” of outbound passengers’ luggage at all of the province’s ports and airports. Using technical means such as "mechanical inspection,” embed customs inspection in the process of transportating inbound passengers’ checked baggage, and realize “seamless customs clearance” for all non-abnormal passengers.


• Enjoy unimpeded transportation. 

Support airlines to carry out passenger transportation on "international through flights" and "domestic segments of international flights,” expand route coverage, provide "one ticket luggage to destination" service, shorten passengers’ waiting time, provide transfer baggage customs clearance notification service, set up a dedicated rest area outside the isolation area, and improve passengers’ customs clearance experience.


• Convenient departure tax refund. 

Optimize the customs verification process for tax refunds for outbound passeners, speed up processing time. set up multilingual services, support and guide more merchants to become eligible for departure tax refund, and enrich and expand the supply of goods for inbound tourists shopping in Hainan.


• Improve cruise service guarantee. 

Add new methods of direct material supply to cruise ships, support the pre-declaration assessment of products from ship-supplying countries; implement "telecommunications + fast boarding" quarantine mode for cruise ships, facilitate the rapid customs clearance of cruise passengers; support the establishment of duty-free goods pick-up points at cruise terminals, and meet the duty-free shopping needs of cruise passengers.


• Guarantee the support of yachts. 

Support self-captained yachts entering China via the Hainan Free Trade Port, exempt the requirement that yachts pay duty, promote and guide more yacht terminals to provide customs clearance services through port acceptance, support the expansion of open waters for temporary tours of inbound yachts, and enhance the international appeal of Hainan yacht tourism.


• Expand the scope of duty-free displays. 

Support duty-free enterprises to carry out display and promotion in popular tourist cities, hotels and scenic spots; promote the superposition and upgrading of the "exhibition + tax exemption" effect, innovate and optimize the display methods and processes for duty-free goods leaving warehouses or stores, support duty-free enterprises to participate in-depth and in multiple ways in display, promotion and sales services at major exhibitions.


• Provide duty-free shopping convenience. 

Support the expansion of the use of different forms of documents (such as permanent residence permits for foreigners and electronic ID cards) in duty-free shopping, implement electronic labels for duty-free cosmetics, and support convenient service measures such as “zero wait” online payment of taxes for items which exceed the duty-free limit.


• Shorten the delivery time of duty-free goods. 

Optimize the supervision mode of duty-free goods logistics and distribution, supports same-vehicle transportation and fast delivery services for outbound duty-free goods, support the use of new technologies such as "smart locks" and "drones" to deliver duty-free goods off the island, simplify the regulatory process, shorten delivery times, provide travelers with a longer eligible shopping period.


• Guarantee exhibitions and events. 

For major international exhibitions, events, and performances in Hainan, support the establishment of special customs clearance service windows and green channels at ports and airports across the province; promptly inspect and release relevant materials and personnel, and provide on-site customs supervision, duty-free guarantee and other service guarantees as needed.
