Apply for Your Provisional Driver’s Permit Online

Three pilot policies were implemented to make it easier for international travelers to legally drive vehicles in Hainan on August 1, 2019. Overseas citizens and residents of the Hong Kong SAR, Macau, and Taiwan holding valid motor vehicle driving licenses issued outside of the Chinese mainland  who come to Hainan to travel, work, or study in the province are eligible to apply for provisional driver's permits.

There is no need for applicants to submit a physical examination record, only a valid ID document (such as passport), valid driving license, and two one-inch color photos in order to apply for a provisional driver’s permit valid for up to twelve months.

Starting August 30, 2023, overseas drivers can apply for provisional driver's permits online through the Temporary Entry Motor Vehicle Driver Management Service System (http://hnslsjs.cn/).

This system may be used to pre-apply online for provisional driver’s permits and to check information on Hainan’s traffic safety laws and regulations. Drivers who qualify under the system will be issued provisional driver's permits upon entering Hainan province.

1. Required Documents (scan/high-definition photos):

A. Passport data page

B. Visa page

C. Front and back pages of the driver’s license. If the license is not in Chinese, a Chinese translation of the license, certified by a translation agency or notary organization is also required.

2. Registration Process

Access the Temporary Entry Motor Vehicle Driver Management System of Hainan Province (http://hnslsjs.cn/).

Click on the top-right corner to select your preferred language (Chinese, English, Russian, Japanese, or German).


 


 

Click on the upper right corner to register.

 

After submitting your registration, a verification email will be sent to your registered email address.

 

Click the verification link to complete your registration.

 

 

3. Apply for a provisional driver's permit

Once logged in, click “Handling of temporary driving license”.

 

 

The specific process is as follows:

 

  01. Agree to the Terms

 

Review the regulations, affirm the authenticity of the submitted materials, check the box, and then click "Next".

02. Fill in your personal information

 

Provide accurate personal information, passport details, and driver's license information.

*Note: The designated Vehicle Management Office of your selected residence will serve as the pickup point for your provisional driver’s permit. Please select the most convenient location for you.

03. Finalize Information 

 

Following the steps, upload the required documents. First, select the file, and then click “Upload”. After a successful upload, a confirmation message will appear along with the image (uploaded photos must be in png, jpg, or jpeg format and not exceed 5MB in size).

Other supporting documents may be omitted if they are unavailable.

04. Online Learning

Once information and data entry are completed, you will need to complete online courses covering responsible driving, local laws, and driving regulations. Only after completing all lessons may you proceed to submit your application.

4. Check the process

After submitting the application, the review process will be completed within two working days. If you wish to track the review progress, log in to your account and click "Query" to monitor the progress of your application.

 

 

Once the review is complete, an email will be sent to the email address you used during registration to notify you if your application was accepted or rejected.

 

 

Only one application may be made at a time from each account. If your application is rejected, you may reapply using the same account. Subsequent applications do not require completing the video courses again.

Once your application is approved, proceed to the Vehicle Management Office of your selected residence upon arrival in Hainan to pick up your provisional driver’s permit.
