The warm autumn weather in Beijing has brought wave upon wave of visitors to the "Forging Ahead in the New Era" Exhibition that is currently being held at the Beijing Exhibition Center. Over the past few days, public reception to the Exhibition has been warm, with a selection of exhibits focusing on the achievements made so far in the construction of the Hainan Free Trade Port in particular capturing visitors’ attention.

In the central exhibition area, a photo is on display with the following caption: “In October 2020, the National People's Congress Constitution and Law Committee and the Standing Committee of the National People's Congress Legislative Affairs Commission conducted legislative research on the Hainan Free Trade Port.” Meanwhile, in the Hainan Exhibition Area are exhibited a copy of the "Law of the People's Republic of China on Hainan Free Trade Port” and supporting regulations.

Since the aforementioned Law was promulgated, Hainan has enacted a further 18 laws and regulations in accordance with its local conditions, continuously improving upon the free trade port’s legal system and moving ahead with refining local legislation.

Upon entering the Hainan Exhibition Area, an interactive screen shows the province's comprehensive improvement of system integration and innovation capabilities while accelerating development. As of now, a total of 128 institutional innovation cases have been launched in Hainan with 120 of those adopted and promoted across the island. Among the 278 institutional innovation achievements garnered by free trade pilot zones across China, Hainan has adopted and promoted 260 of them.

"Every time I visit Sanya, I go shopping at the duty-free mall. With such a wide variety of duty-free goods to choose from, there’s no way I can get to all the shops in a single day." Similar statements were expressed by visitors as they admired photos of the Sanya International Duty-free City at the Hainan Exhibition Area. The photos display throngs of tourists busy shopping at various brands' counters and kiosks.

Since the promulgation of Hainan's first duty-free policies in April 2011, a number of gradual adjustments have been made, with the policy's benefits only increasing. Currently, departing tourists may purchase up to RMB 100,000 in offshore duty-free goods annually, and the number of categories of goods for sale has increased to 45. Hainan's offshore duty-free is now characterized by a rich variety of brands, an optimized shopping environment, diversified marketing methods, and a high degree of convenience.
