Registering Your E-Bike in Hainan
According to the Traffic Police Corps of Hainan Provincial Department of Public Security, so long as your e-bike meets the new national 3C standard, you can get a license plate for it when you present your valid ID, just like any Chinese national.
According to the Provincial Regulations on E-bike Administration, foreign nationals working and living in Hainan Province who have purchased a national 3C standard e-bike can use their passports or permanent resident ID cards to apply for a license plate at their local traffic management centers or authorized licensing agencies.
Follow the procedures below to make an appointment online to register your e-bike:
1. Visit the “Hainan Traffic Police E-Bike Registration Management System" from the “海南交警” WeChat public account.
In the lower right hand corner of the Hainan Traffic Police WeChat Official Account choose "E-Bike Registration”(电自上牌)

2. To enter the e-bike owner information, select “overseas citizen” (境外人员身份证明) from the identity type and certificate (身份证明名称) menu.
3. Fill in the required information and apply online for an appointment.
If you encounter a problem when attempting to get a license plate for your e-bike, you can call the 12345 government service hotline or report the situation on the 12123 traffic management platform. The traffic management center will verify the situation get back to you as soon as possible.
