Innovation Reform Plan to accelerate the development of Boao Lecheng Pilot Zone

On September 7, the Information Office of Hainan Provincial Government held a press conference on the "System Integration Innovation Reform Plan of Boao Lecheng International Medical Tourism Pilot Zone of Hainan Free Trade Port" (hereinafter referred to as the "Plan") , giving an authoritative interpretation of the plan.

Officially issued on September 1, the plan focused on two aspects of the medical and health industry and engineering construction, involving 10 parts and 34 detailed rules. The main contents can be summarized as four aspects of liberalization and facilitation, two medical model innovations, two fields to fully implement the "minimalist approval" reform and one set of process supervision system.

Four aspects of liberalization and facilitation are reflected in the liberalization and facilitation of licensed drug and medical device trade, facilitation of investment, facilitation of cross-border capital flows and facilitation for the diagnosis, treatment, entry, stay and residence of foreign medical staff, patients and accompanying personnel.

Two medical model innovations refer to the launch of the country's only "global licensed drug insurance"-an innovative medical insurance payment method, and the introduction of a new model of clinical real world data application for drug registration and facilitation of medical practice registration.

The Hainan Free Trade Port Boao Lecheng International Medical Tourism Pilot Zone (hereinafter referred to as Lecheng Pilot Zone) supports all insurance institutions to implement various levels of insurance product innovation by building a comprehensive insurance service platform. The new model of clinical real-world data application has achieved the registration and marketing of the first drug, enabling many international innovative pharmaceuticals and equipment companies to more actively promote the entry of innovative pharmaceuticals and equipment into China, and also paving the way for the reform of the national pharmaceuticals and equipment  review and approval system.

The two fields to fully implement the "minimalist approval" reform cover the medical and health field and the engineering construction field. With the coordinated support of the Hainan Provincial Health Commission and the Food and Drug Administration, medical institutions have established and implemented a system of "synchronization of two certificates and one approval", which will greatly shorten the preparation period of medical institutions and reduce the initial operating costs of medical institutions; shorten the time limit for domestic and foreign physician registration; realize the shared qualifications of practicing physicians and nurses in medical institutions in the pilot zone.

One set of process supervision system is embodied in that the pilot zone will play the role of modern information technology such as "Internet +", "big data" and blockchain, and establish a process supervision system based on credit supervision and compatible with the negative list.

Reform measures include facilitating trade in licensed drugs and medical devices, and building a whole-process traceable platform for licensed pharmaceuticals and medical devices that are not on the market in China, and establish a bonded warehouse for the storage of these innovative drugs and medical devices.

Gu Gang, head of the zone administration said that the plan puts system integration and innovation in a prominent position. In general, the plan is based on the development positioning of Boao Lecheng International Medical Tourism Pilot Zone, adheres to the concept of planning guidance, ecological priority, and green development, and reflects the overall requirements for the construction of the Hainan Free Trade Port.

"Part of the systems and innovative measures in the Plan have been implemented," Gu Gang said, adding that in the future, the administration will actively engage with relevant departments to implement the plan and formulate various tasks following the requirements of the provincial party committee and the provincial government.
