According to the "Implementation Plan for Domestic Trash Sorting in Hainan Province" (hereinafter referred to as the "Plan") issued recently, since October 1 this year, the four prefecture-level cities including Haikou, Sanya, Sansha, and Danzhou in Hainan Province will fully implement domestic trash sorting. By 2022, a domestic trash sorting and treatment system will be basically established.

As for other cities and counties, the Plan proposes that demonstration of domestic trash sorting shall be implemented in at least one party and government organ, school, residential area, supermarket, and other places, then in at least three towns, streets, communities, and other places in 2021, finally in all its administrative area in 2022.

The Plan clarifies the standards and requirements for domestic trash sorting. In urban areas, the domestic trash should be sorted into four types, including "recyclables, hazardous waste, kitchen waste, and other waste". In rural areas, domestic waste should be sorted according to local conditions, easily and practically. The rural and remote areas are encouraged to implement on-site treatment of kitchen waste, dead branches, etc., to reduce the amount of transported trash as much as possible.

Newly constructed and expanded projects must be equipped with the corresponding domestic trash sorting and collecting facilities, and be put into service after synchronizing with the main project on planning, construction, and delivery. For completed residential areas and public places, the facilities should be renovated to meet the requirements of trash sorting and collecting.
