According to the notice issued by Hainan Provincial COVID-19 Pandemic Prevention and Control Headquarters on March 16th, all overseas arrivals with travel history to the COVID-19 affected countries or regions within the past 14 days will be transferred to the designated places for 14-day centralized medical observation at their own expense in the port cities of Hainan ( including Haikou, Sanya, Qionghai and Dongfang) from 7 a.m. on March 16. The provincial headquarters held an interpretation conference on the evening of March 16 to interpret the relevant content.
The notice requires that for the arrivals with travel history to the affected countries or regions within the past 14 days and come to Hainan to transfer to other provinces and cities (except Beijing), the municipal and prefectural COVID-19 Pandemic Prevention and Control Headquarters and the relevant departments of the provincial headquarters should transfer the ones with medical symptoms to designated medical institutions or conduct centralized medical observation, while the related departments should direct those without medical symptoms to transit normally.
From 7 a.m. on March 16, all overseas arrivals with travel history to the COVID-19 affected countries or regions within the past 14 days will be transferred to the designated places for 14-day concentrated medical observation in the port cities of Hainan. For the arrivals with special circumstances who do need to take home quarantine measures, they can only conduct home quarantine after their information and circumstances have been evaluated by the municipal and prefectural COVID-19 Pandemic Prevention and Control Headquarters where the port is located and approved by the provincial headquarters. During home quarantine, they should strictly follow the relevant medical prevention and control requirements.
Li Wenxiu, Spokesperson of the Hainan Provincial COVID-19 Pandemic Prevention and Control Headquarters and Deputy Director of the Provincial Health and Health Committee, made it clear at the interpretation conference that the related expenses incurred during the centralized medical observation will be paid by overseas arrivals themselves, in accordance with the specific standards and measures formulated by the authorities in Haikou, Sanya, Qionghai and Dongfang.
For the imported COVID-19 patients in Hainan with China’s basic health insurance, the expenses can be fully covered by the insurance plans and government subsidies. For those without the basic health insurance, they will bear their own medical costs in principle. For those with commercial insurance, the insurance company will cover the expenses according to their contracts.
If the imported patients in Hainan who are not the basic health insurance participants have difficulty in paying medical bills, the fees can be covered with medical aid according to relevant laws and regulations.
