In order to strengthen the management of overseas arrivals and resolutely prevent the pandemic from being imported from abroad, the Hainan COVID-19 Pandemic Prevention and Control Headquarters issued a special notice to clarify related matters.

The notice requires that all personnel returning to Hainan from overseas (either directly entering Hainan or first entering other places in China and then transferring to Hainan) between 00:00, March 1 and 24:00, March 14 (within the past 14 days) must report their entry record before 24:00 on March 14 to the local village committees, community (district) committees and their work units, which then are responsible for forwarding the reports to the municipal and prefectural COVID-19 Pandemic Prevention and Control Headquarters.

All people who return to Hainan from overseas from 00:00 on March 15 must also report their entry record according to the above requirements, and then the municipal and prefectural COVID-19 Pandemic Prevention and Control Headquarters will direct these arrivals to conduct centralized medical observation or home quarantine medical observation in strict accordance with regulations.

The Hainan Provincial COVID-19 Pandemic Prevention and Control Headquarters emphasized that each department and individual shall truthfully report the entry situation. If any concealment is found and hence worsens the pandemic situation, the department or the individual will be held accountable according to relevant laws and regulations. All sectors of society and the masses are welcome to supervise related issues.
