More convenience for international talents to innovate and start business in Hainan

“The establishment of Hainan Boao Lecheng International Medical Tourism Pilot Zone, provides an international research platform for regenerative medicine research,” said Ling Xia, a Japanese expert in regenerative medicine at the International Research Center for Regenerative Medicine of Boao International Hospital, which is located in the Hainan Boao Lecheng International Medical Tourism Pilot Zone. At this moment, she was debugging and installing the new cell detection instruments in the testing room of the research center, together with the technicians who had just flown from Kanagawa in Japan to Hainan.

Like Ling Xia, since April 13 last year, more and more high-end international talents has been attracted by Hainan’s open policies and a plenty of professional innovative and entrepreneurial platforms. According to statistics, at present, there have been 4,491 foreign talents coming to Hainan for employment and residence. It also increased 167 new foreign-funded enterprises in Hainan province in 2018, up 85.5% year on year. Numerous famous foreign enterprises, including Price Waterhouse Coopers, KPMG Peat Marwick and Deloitte, have successively settled in Hainan. Now international talents, who come to Hainan to invest and start businesses, have gradually expanded to 14 cities and counties, and their invested fields have also expanded to 16 fields, including culture, entertainment, finance, architecture, transportation and education.

According to the introduction of relevant people in charge of Hainan Provincial Talents Development Bureau, since April 13 last year, Hainan province has continuously improved the working permit system for foreigners in China, optimized the transaction process for licenses and certificates, and reduced the approval time limit, which have realized the improvement of the efficiency of the international talents service. For example, Hainan has issued the “One-Step” Work Plan for Provincial Talents Service, which allows 22 items, such as the recognition of studying abroad, to be accepted in the “one-step” platform. It also has revised the implementation measures of medical care for talents, which stipulates that high-level international talents can also enjoy the medical care provided by the government. What is more, breaking the nationality restriction, Hainan has integrated the issues of international talents' children's enrollment and high-level talents' identification into the overall planning of talents' work, which has effectively removed the worries of international talents coming to Hainan for innovation and starting businesses.
