As a major marine province, Hainan's hopes are determined in the ocean. Li Jun, deputy secretary of the Hainan Provincial CPC Committee, proposed that Hainan's development of an open "blue economy" should develop Hainan's tourism in a more open manner, especially the cruise yacht industry, such as opening up a circular Hainan Island. In the 21st century, it is necessary to relax the entry control of yachts, to set up free yachts in Hainan, Hong Kong and Macao, and to launch a pilot yacht leasing project in Hainan by opening the special cruise routes of the 21st century marine Silk Road, opening special tourist routes with no destination, and relaxing the entry control of yachts.

In addition, it is necessary to develop marine resources from a high starting point, encourage domestic enterprises to jointly develop marine industries, and adopt preferential policies in financial taxation to gather oil and gas-related services in Hainan. We should make good use of the oil and gas resources both at home and abroad and invest in them.

With great efforts to develop new industries such as marine equipment engineering, Hainan Province has joined a group of first-class research teams at home and abroad, such as the Chinese Academy of Sciences, to carry out deep-sea scientific and technological development and transfer of achievements in Hainan, also build intelligent ocean, build the South China Sea deep-sea science and technology city, the country's deep-sea base south center, which provides a broad platform for all kinds of marine talents.

We should vigorously strengthen the protection of marine ecological environment, bring all kinds of acts of using the sea into the legal system according to law, strictly regulate and protect blue homes.
