Jiangdong New Area, Haikou City, capital of Hainan Province, was approved for a first investment of RMB 58.3 million in policy-based and developmental financial instruments from the Agricultural Development Bank of China (ADBC). The investment money will be used to increase the capital of the industrial development supporting road network project (Phase II) and accelerate the infrastructure construction of Haikou’s Jiangdong New Area.
The project has around RMB 750 million yuan in total investment funding, including the 4 sub-projects: the northern section of Dongsheng Road, North Jiangxiu Road, Central Jiangxiu Road, and the comprehensive service area’s supporting road network. The ADBC investment will cover the expenditure and finance the withdrawal through the project's own managed avenues, billboards, street lights, and other sources of income.

Jiangdong New Area's investment from ADBC will not only to stabilize the macro economy through infrastructure investment, but is also an innovative channel for equity financing in the field of infrastructure construction in Hainan Province.
Jiangdong New Area has so far achieved good results through active exploration of project construction investment and financing of projects such as water plant upgrades and sewage treatment plant construction.
