The new prefabricated buildings planned by Hainan this year will account for 60% of all new buildings in the province. By 2025, the figure is expected to reach over 80%.

The General Office of the People's Government of Hainan Province recently issued the Opinions on Further Promoting the High-Quality Green Development of Prefabricated Buildings. It consists of 16 specific measures in three parts and puts forward that Hainan shall vigorously promoteprefabricated interior decoration, the expansion and application of prefabricated construction technology from housing construction to municipal engineering, as well as the prefabricated building industrial chain. The Opinions also guarantees the development of prefabricated building projects, industrial bases and relevant enterprises from four aspects: financial support, tax support, enterpriseencouragement, as well as supervision and managementstrengthening.

Chen Yongfu the Inspector of Hainan Provincial Department of Housing and Urban-Rural Development said, "Prefabricated construction enterprises are encouraged to carry out contracted projects and investment cooperation.All cities and counties may formulate fiscal policies according to their local conditions to support prefabricated building projects and industrial base construction."
