On May 25, the Hainan provincial government set 18 integrated institutional innovation action tasks, focusing on the most urgent and difficult reform issues in the construction of the Hainan Free Trade Port, in order to address the concerns of both the market and the people.

These action tasks work towards realizing comprehensive integrated institutional innovation to heighten freedoms of trade, investment, cross-border capital flow, personnel movement, transportation, and data flow in the Hainan Free Trade Port.

In addition, Hainan will initially establish efficient, complete systems including a legal & regulatory system, fiscal & taxation system, and risk prevention & control system with the goal of optimizing the business environment and forming a first-class Chinese level of social governance level, thereby attracting overseas investors and talented individuals to open and operate businesses in Hainan.
