Hainan launches 12 measures to boost consumption

In response to the negative economic impact of the COVID-19 pandemic, the Department of Commerce of Hainan Province has recently issued 12 measures to stimulate consumption.

For instance, to boost automobile sales, the island province will offer subsidies on the purchase of new energy vehicles (NEV), improve NEV infrastructure, reduce added-value tax on secondhand vehicle sales, and encourage auto enterprises to host promotional activities. 

In terms of duty-free shopping, Hainan will diversify commodity varieties, as well as set up new duty-free shops in hotels, tourist attractions and commercial complexes. It will also explore more flexible pick-up methods and raise the maximum amount allowed for duty-free shopping.

To release the potential of the nighttime economy, the province will build or renovate a batch of night markets with local characteristics. It will also encourage shopping malls, supermarkets, and business complexes to prolong service hours, as well as construct 24-hour convenience stores and late-night diners.

Other measures include upgrading pedestrian streets, building rest stations along the loop tourism expressway, promoting smart business circles and stores, revitalizing the catering industry, as well as expanding the application scenarios of the Hainan Consumption QR Code.
