On November 12, the Department of Commerce of Hainan Province issued a notice on the "Development Plan for the Renewable Resource Recycling Industry in Hainan Province (2021-2025)". By 2025, more than 85% of the main types of renewable resources in Hainan will be recycled, according to the Plan. In addition, more than 95% of townships, communities, and administrative villages will establish renewable resource recycling outlets.
Haikou, Sanya, and other cities and counties have continuously improved their renewable resource recycling management systems and the implementation of the mandatory garbage classification system, which provides a solid institutional guarantee for the accelerated development of the renewable resource recycling industry in Hainan.
As of 2020, Hainan’s recycling system included a total of 1,389 renewable resource recycling enterprises (including individual operators), 1,155 renewable resource recycling outlets, 33 sorting centers, 4 distribution markets, and approximately 40,000 recycling industry employees. In 2020, approximately 2,238,400 tons of the province's ten major types of renewable resources were recycled, an increase of 42.2% over 2015, and the total output value was about 5.852 billion yuan, an increase of 94.81% over 2015.
By 2025, Hainan plans to achieve a recycling rate of more than 85% of the main types of renewable resources such as waste steel, non-ferrous metals, plastics, paper, tires, electrical & electronic products, motor vehicles, and batteries.
In the future, there will be a renewable resource trading market, 6 information platforms, 6 distribution centers (recycling bases), 23 comprehensive sorting centers, 5 professional sorting centers, and 3,076 recycling stations on the island.
According to the Plan, Hainan will establish and improve a new model for the renewable resource recycling system that meets the development needs of the Hainan Free Trade Port and accelerates renewable resource recycling the digitization, industrialization, and standardization.
It is estimated that by 2035, Hainan will fully establish an intelligent, green, low-carbon renewable resource recycling system and that renewable resource production equipment technology and re-manufacturing technology will meet the highest leading international standards.
