
Since the launch of island-wide special customs operations, the Hainan Free Trade Port (FTP) has introduced a range of pilot policies for the new energy vehicle (NEV) sector, pursuing a development path shaped by its distinctive strengths. But from a business perspective, what does Hainan actually offer companies looking to develop their NEV operations here?
1. A unique policy toolkit
Hainan brings together three policies: an import tariff exemption for value-added processing, bonded maintenance, and dedicated channels for cross-border data flows. Special-purpose vehicle manufacturers can import complete vehicles for modification in Hainan and sell them to the Chinese mainland free of import tariffs once the value added through processing exceeds 30%. Automotive aftermarket companies can carry out bonded maintenance and remanufacturing of key components such as traction batteries. Vehicle manufacturers can efficiently transfer overseas road-test data back to Hainan for cleaning, annotation, and simulation-based validation, supporting data-driven R&D in China. With all three available in one place, companies can keep their operations integrated.
2. Unique real-world testing environments
Many companies face the same question: when taking vehicles overseas, trade barriers and compliance requirements determine whether they can be sold, but reliable technology, consistent quality, and stable performance determine whether a brand can thrive over the long term. Hainan's climate—marked by high temperatures, high humidity, highly corrosive conditions, and heavy rainfall—closely resembles conditions in key export markets across Southeast Asia, the Middle East, South America, and Africa. This makes it one of the few places in China suited to hot and humid climate testing. Hainan has taken the lead in establishing a design validation testing system for export vehicles, opening up representative real-world settings and encouraging testing organizations and automakers to conduct on-site tests at its proving facilities.
For intelligent connected vehicles, Hainan is accelerating the rollout of island-wide connectivity and large-scale applications in urban mobility, integrated cultural tourism services, and port logistics. By combining its climate, testing system, and intelligent connected vehicle applications, Hainan offers automakers across China testing and validation services before they enter overseas markets, shortening the testing process and time to market while reducing testing costs for overseas expansion.
3. An open gateway to overseas markets
Hainan occupies a strategic location within the Regional Comprehensive Economic Partnership (RCEP) region, with access to China's vast domestic market and close links to Southeast Asia and the Global South. Dedicated channels for cross-border data flows enable overseas road-test data to be efficiently transferred back, aggregated, and used in R&D. A collaborative model of overseas testing and domestic R&D is beginning to take shape. Companies can complete tropical testing, meet data compliance requirements, and prepare for exports in Hainan before entering Southeast Asian markets, significantly improving efficiency in both customs clearance and adaptation to local markets.
Meanwhile, the completion and opening of the Pinglu Canal is further strengthening Yangpu Port's role as an international shipping hub. Hainan is working to become a major base for China's automotive industry to expand overseas.
Looking ahead, Hainan will continue developing its NEV industry, making the business case clear for every company investing here: lower costs, a wider range of real-world applications, and more direct access to overseas markets than elsewhere.
