
According to Haikou Customs, the total value of imported goods for bonded maintenance in the Haikou Airport Comprehensive Bonded Zone reached 36.13 billion yuan in the first half of the year, a year-on-year increase of 33.8% across the aircraft, engine, aviation materials, and mobile phone markets.
Multiple aircraft from Hungary, Thailand, Vietnam, South Korea, and other countries are parked in an orderly row in the scheduled maintenance hangar of the Haikou Airport Comprehensive Bonded Zone's One-Stop Aircraft Maintenance Base. Scheduled maintenance is being conducted on the avionics systems, power units, fuselage structures, wing components, and cabin facilities of the aircraft. Each will return to service after maintenance is complete.

The key to turning these international airlines into repeat customers is the policy package tailored for the aircraft maintenance industry by the Hainan Free Trade Port: aircraft imported for maintenance are exempt from deposit requirements, alleviating financial pressure. Maintenance materials can be imported directly into the bonded zone, eliminating the need for companies to pay taxes in advance, and maintenance equipment is eligible for import under the ‘zero tariff’ policy, reducing company costs. Overall, these measures combine to save airlines approximately 10% to 15% in maintenance spending.
At the One-Stop Aircraft Maintenance Base in the Haikou Airport Comprehensive Bonded Zone, everything from airframe overhauls and engine repairs to complete aircraft livery painting can be done in one stop. Gu Zhilin, director of the airport maintenance base at Grand China Aircraft Maintenance Service Company explained that the company focuses on markets located in the Belt and Road Initiative area, and has already completed maintenance work on over 100 overseas aircraft, and are already completely booked for maintenance orders through the end of the year.
The improved efficiency of the maintenance base is also thanks to innovative aircraft material supply models. HNA Technic, in partnership with a professional aircraft parts supplier under Airbus, has established an aircraft parts supermarket in the Haikou bonded warehouse that holds nearly 140,000 individual aircraft parts. This supermarket operates on a consignment model—the parts belong to the supplier, and payment is based on actual use. This model significantly reduces aircraft waiting time at the airport.
Facilitated customs clearance further ensures efficient maintenance completion. Haikou Meilan Airport Customs has implemented a variety of measures such as "advance declaration" and "two-step declaration" to ensure that maintenance materials enter and leave the area without any delays, allowing for immediate customs inspection and clearance.
Currently, the Haikou Airport Comprehensive Bonded Zone is home to five leading companies, including Grand China Aircraft Maintenance, HES Aircraft Engine Maintenance, HNA Technic, and HNA Aerospace Painting Company that together hold a total of 24 international maintenance licenses. As of the end of June 2026, the one-stop aircraft maintenance base had completed over 3,000 aircraft maintenance operations, serving more than 50 airlines and aircraft leasing companies worldwide. A complete aviation maintenance industry chain, covering airframe overhaul, livery painting, engine maintenance, and aviation material services, is rapidly taking shape in Hainan.
