
Recently, the Hainan Boao Lecheng International Medical Tourism Pilot Zone Administration announced ten measures to be implemented on a trial basis in order to attract and develop talent from around the world, turning Boao into a "City of Hope".
The new policies offer substantial benefits designed to bring in international medical talent, with scientists working in areas that fall into the Zone’s strategic planning direction and top industry talent eligible for up to ten million yuan in research start-up funding.
The document proposes ten major action plans and 25 specific actions, allocating a minimum of 100 million yuan annually for three consecutive years with the goal of developing an internationally competitive talent development ecosystem.
The new policy provides precise, generous support programs for different levels of talented staff. Scientists working in areas that fall into the Zone's strategic planning direction and top industry talent are eligible for a one-time research start-up fund of 10 million yuan, which will be paid out of the annual budget for the proposal.
Core talent such as "Excellent Lecheng Deans" and key leaders in different disciplines will be eligible for a talent introduction and placement award after six months of employment. In addition, a free apartment in Qionghai City will be awarded to those who achieve excellent performance reviews over three years of working in Lecheng.
The new policy also provides strong support for young talent and talent introduction channels. PhD holders from around the world accepting a full time position in Lecheng enjoy a three-year rent-free housing guarantee, and those who purchase a house will be eligible for a housing subsidy of 300,000 yuan after working for six months. In addition to these substantial talent attraction incentives, the policy also offers talent cultivation, innovation support, housing security, and post-retirement care, providing services and guarantees for talented staff, including children's education, health care, and convenient travel options.
China's sole "special medical zone", Boao Lecheng's "pioneering and pilot" policy advantages have made this the preferred gateway for innovative medications and medical devices from all across the globe to enter the China market. To date, Lecheng has brought in over 600 varieties of licensed pharmaceuticals, medical devices, and special foods, attracted 40 high-level domestic and international medical institutions, and established cooperative relationships with all of the world's top 30 pharmaceutical and medical device companies.
