Smooth Travels and Duty-Free Shopping: A Guide to Hainan’s Island Departure Shopping Pick-up Policies

For many travelers visiting China’s tropical island province of Hainan, a duty-free shopping spree is an essential part of the itinerary. To ensure a seamless experience, customs authorities and retail operators are highlighting the five convenient delivery methods available to consumers, while offering vital tips for those facing unexpected travel changes.

Under the current policy, shoppers can choose from several pick-up methods.

For 15 categories of duty-free goods with a unit price below 20,000 yuan, consumers can opt for the "buy-and-take" method, allowing them to depart with their purchases immediately after payment.

Other options include "port pickup," "mail delivery," "return-to-island collection," and "guaranteed instant pickup." Currently, designated pickup areas are available at airports, railway stations, and ports across the island to accommodate various modes of travel.

However, for mail delivery, the recipient, payer, and purchaser must be the same person, and the shipping address must be outside Hainan Province.

Consumers using the “buy-and-take” and “guaranteed immediate pickup” services should pay close attention to departure dates, locations, and times.

“Buyers who fail to leave the island within the 30-day window without a valid reason will be barred from purchasing island departure duty-free goods for three years," an administrative law enforcement officer noted. Furthermore, authorities reiterated that duty-free items are for personal use only. Reselling these goods constitutes a criminal offense.

Travelers transporting duty-free purchases when departing Hainan by air or rail should also note that, under current policies, goods may be collected at designated pickup counters in airports, railway stations, or ports upon presentation of valid identification and departure documents, and all purchases must be taken out of the island in one single trip.

A customs representative explained that duty-free shops seal purchased goods before transporting them to designated island departure duty-free pickup locations. Travelers are advised to carefully inspect packaging integrity before collecting their purchases.

According to Haikou Customs, if a traveler changes their departure to a date within 30 days of the original schedule, duty-free shops can process a pickup extension. If the delay exceeds this limit, a refund must be processed.

An executive at Sanya International Duty-Free Shopping Complex advised that travelers must contact customer service immediately in case of changes to the original departure schedule. Failure to update departure details in time may result in goods not arriving at the designated pick-up point in time or being sent to the wrong location.

Meanwhile, airports have also issued advice regarding liquid duty-free products such as perfume, cosmetics, and alcoholic beverages. Travelers should keep products in their original packaging, retain purchase receipts, and avoid opening sealed bags.

If passengers need to leave the restricted area before arriving at their final destination, unopened liquids must be checked in as luggage.
