Recently, Hainan released a raft of measures aimed at improving international services and making its business environment more accessible to foreign nationals and firms.

The Three-Year Action Plan for Optimizing Foreign-Related Services and Enhancing the International Business Environment (the Plan) introduces 30 measures and 80 specific initiatives, including expanding recognition of overseas vocational qualifications, improving immigration clearance efficiency, and optimizing inbound tourism services.

The Plan takes a holistic approach to bolstering Hainan's international service system and aims to provide a more convenient, accessible development environment for global enterprises and talents, better enabling them to participate in the construction of the Hainan Free Trade Port.

According to the Plan, the province will build a high-standard international service gateway, improve multilingual policy interpretation and government service platforms, further expand accessibility in international commercial arbitration, and accelerate the establishment of an institutional environment aligned with international trade and economic rules.

These measures build on current efforts, such as the international service section on the Haiyiban government services portal and the English-language version of the "FTP Enterprise Navigator," which were launched in recent years and provide easier access to critical information for expatriates and foreign-funded enterprises.

When it comes to supporting talents, Hainan has begun exploring the implementation of an equivalency mechanism to expand the recognition of overseas vocational qualifications, covering key industries such as healthcare, finance, and big data. Qualified overseas professionals would be able to directly apply for recognition of their professional titles based on relevant qualifications, further lowering the threshold for international talent to practice in Hainan.

Improving immigration clearance efficiency is another key aspect of this initiative. Hainan will continue to advance intelligent immigration upgrades, optimize inbound clearance procedures, expand multilingual consultation services, and leverage visa-free policies and the development of its international flight network to enhance convenience for international travelers.

In tourism and daily services, Hainan is accelerating improvements to multilingual signage systems, optimizing the international payment environment, and promoting the construction of comprehensive airport service centers to enhance convenience for foreign tourists and residents in transportation, payments, and access to information.

Data show that since the beginning of 2026, Hainan has launched 11 new international and regional passenger and cargo routes, with its flight network covering China's Hong Kong and Macao Special Administrative Regions, and other 45 cities in 23 countries. Officials at the press conference announcing the launch of the Plan stated that as institutional opening-up deepens, Hainan strives to foster a more open, efficient, and convenient international business environment.
