Recently, the 2025 Shanghai Cooperation Organization (SCO) Summit was held in the northern Chinese port city of Tianjin. As an SCO partner, Cambodia has actively participated in multiple regional cooperation initiatives proposed by China, demonstrating a strong willingness to collaborate. Hainan Free Trade Port island-wide special customs operations set to officially begin on December 18, 2025, represent a significant aspect of Cambodia's cooperation with China.

Against this backdrop, Hainan International Media Center invited Mr. Chhum Bunthan, the Consul-General of Cambodia in Haikou, for a formal interview. The interview centered on how the policy framework instituted alongside special customs operations will impact and promote economic and trade relations between China's Hainan Province and Cambodia.

During the interview, Mr. Chhum Bunthan revealed that 10 new Cambodian-owned enterprises had been established in Hainan, boasting paid-up capital of over CNY 28 million. He stated that once the raft of policies accompanying special customs operations come into effect, Cambodian enterprises will fully leverage the Hainan Free Trade Port's tax policies characterized by "zero tariffs and low tax rates" as well as its open and free trade policies to actively deepen development and cooperation in areas such as port operations, logistics, and tourism.
