New Service Station Opens in Haikou to Empower Global Talent

Haikou officially opened a new service station inside Fullsing Internet Industrial Park on May 15. As one of the 13 key hubs for the development of the Hainan Free Trade Port (FTP), the park is home to a large number of foreign-invested companies and expat workers.

Hainan’s first expat service facility located within an industrial park, the new station offers international professionals a convenient place to find assistance right where they work.

The launch was part of the inaugural Hainan FTP Talent Week, a broader initiative designed to draw global professionals to the island. Attracting a large crowd of overseas returnees and international entrepreneurs, the event featured policy briefings, project pitches, and an innovation bazaar to outline what the Free Trade Port has to offer the global workforce.

The new station focuses on essential services for expats, handling administrative approvals, policy consultations, public affairs, and visa guidance. Serving as a frontline desk for Hainan’s entry & exit administration, the hub features on-site liaison officers who manage appointments, coordinate government services, and help people from all around the world integrate into the local community.

During the event, the head of the China (Haikou) Overseas Students Pioneering Park gave an overview of the startup incubation programs, and support policies available at both Fullsing and the pioneering park. Officials from the local foreign experts department and the banking sector also stepped in to break down work permit and visa regulations, as well as the FTP's streamlined rules for cross-border transactions.

In addition, the founders of four international startups took the stage to share their entrepreneurial journeys, pitching projects in the areas of artificial intelligence, sustainability consulting, international education, and cross-border trade.

An on-site innovation bazaar showcased a variety of global projects and provided a dedicated space for policy questions. Many expat entrepreneurs took the opportunity to speak with staff about practical concerns including work permits and residency documents.

To encourage more overseas-educated professionals to settle down in Haikou and capitalize on the opportunities made available by the Hainan Free Trade Port's independent customs operations, which began in December 2025, Haikou has already rolled out multiple entrepreneurial support measures and launched a dedicated online service platform.
