According to Haikou Customs, over the first seven months of 2026, a total of 15,588 Certificates of Origin, 76.14% more than same period in 2025, were issued for products valued at 7.597 billion yuan (USD 1.12 billion) up 47.89% year-on-year.

In the the Haikou National High-Tech Industrial Development Zone's Pharmaceutical Valley Industrial Park, automated robotic arms efficiently complete packaging and prepare finished pharmaceutical products for shipping.

Certificates of Origin are legal documents required for tariff reductions under free trade agreements in international trade. For foreign trade companies, these documents connect policy benefits and free trade agreements to the company's practical needs to expand markets, reduce costs, and increase orders.

The Hainan Xuanzhi International Trade Company is just one one of the many companies benefiting from the province's certificates of origin.

Xuanzhi mainly exports tropical fruit jams to ASEAN countries. In the first seven months of the year, they applied for 96 China-ASEAN Certificates of Origin with a total value of nearly 55 million yuan (USD 8.1 million).

This resulted in tariff reductions of over 2.7 million yuan (USD 398,000) in the importing countries, making Xuanzhi more competitive in pricing and leading to continuing increases in orders.

Zhao Maowen, Xuanzhi's customs affairs manager, remarked that "Certificates of Origin are a 'golden key' for companies to unlock the ASEAN market. Thanks to guidance and policy support from customs, we have even greater confidence in expanding into the Southeast Asian market."

Since the beginning of this year, Haikou Customs has continued to optimize the management of Certificates of Origin, helping Hainan's local companies set sail overseas and strongly supporting Hainan’s work to optimize the province’s foreign trade structure and stabilize growth.

China-ASEAN Free Trade Agreement certificates are the most requested type of Certificate of Origin, and are an important tool for Hainan companies planning to expand into the Southeast Asian market.

In response to a shortage of human resources in some foreign trade companies, customs has simplified business processes, offering fully online applications for Certificates of Origin that feature "paperless declaration, smart review, and self-service printing".

This has optimized the review process, reduced processing time, and made certificate of origin services more precise, efficient, and convenient, further unleashing the export vitality of foreign trade companies.

Haikou Customs will continue to facilitate the Certificates of Origin, optimize the smart review system, and conduct policy promotion services to enhance companies’ understanding and application of free trade agreement rules, helping more "Made in Hainan" products go global.
