On the morning of June 15, a shipment of 100,000 live cobia fingerlings, valued at around CNY 3.46 million, was loaded in Lingshui, Hainan, bound for Kagoshima, Japan.
This cross-border aquaculture shipment is expected to provide a significant boost to Japan's aquaculture sector, which has been seeking ways to shorten production cycles and minimize operational risks.
Cobia, or black kingfish, is a major tropical aquaculture species in Hainan and is farmed commercially. It is prized globally for its tender texture, nutritional benefits, fast growth, and quick production cycle.
In Japan's luxury seafood market, cobia is called Kuro Kanpachi and is valued as a top-grade sashimi ingredient for its white flesh and firm texture. Traditionally, premium sashimi fish in Japan often take up to three years of farming before they are ready for market.
By contrast, cobia provides a much quicker return on investment, reaching market maturity in under a year when farmed in appropriate warm-water net cages. Since Japan's winter water temperatures are usually too cold for continuous commercial hatchery activities, importing live fingerlings with high survival rates and better genetics from Hainan, where tropical breeding techniques are well developed, has become a practical solution for Japanese companies to enhance their supply chains.
To guarantee Japanese buyers receive fresh fish in top condition, the Hainan Free Trade Port (FTP) has implemented various trade facilitation measures. These included digital verification systems and a simplified "single declaration, single clearance" border inspection process. As a result, customs clearance and loading times were cut to just two hours, allowing the transport vessel to complete procedures with minimal delay at the port.

"The successful export of this batch of premium cobia fingerlings demonstrates the growing recognition of Hainan's aquaculture breeding industry in overseas markets," said Wu Bin, Manager of the China Ocean Shipping Agency Sanya.
"Since the launch of special customs operations in the Hainan FTP, trade facilitation has steadily improved, lowering logistics costs and speeding up cargo turnover. These policies have greatly increased the efficiency of transporting aquatic fingerlings, enabling Hainan's high-quality fish stocks to reach international markets faster. Additionally, they support local aquaculture businesses in expanding exports and exploring new overseas markets," he added.
