自2025年12月18日正式启动全岛封关以来,海南自由贸易港建设迈入改革开放发展新阶段,获得国际社会尤其是中外投资者广泛关注。值此海南自由贸易港封关运作100天之际,海南日报报业集团联合马来西亚百年财经媒体《南洋商报》,共同发布《海南自贸港封关运作背景下东盟企业对琼投资意愿调查》报告。

Since the official launch of island-wide independent customs operations on December 18, 2025, the development of the Hainan Free Trade Port (Hainan FTP) has entered a new stage of reform and opening-up, garnering widespread attention from the international community, and especially from Chinese and foreign investors. On the occasion of the 100th day of Hainan FTP's independent customs operations, the Hainan Daily Press Group, in collaboration with Nanyang Siang Pau—a century-old financial media outlet in Malaysia—jointly released the report Survey on ASEAN Enterprises' Willingness to Invest in Hainan Against the Backdrop of Special Customs Operations.

本调查报告由海南日报报业集团依托海南国际传播中心东盟联络中心,与《南洋商报》共同调研、撰写。旨在通过对马来西亚、新加坡、印度尼西亚、泰国等东盟主要成员国,涉及制造业、贸易与物流、服务业、数字经济、能源与资源等多个行业的106家大中小企业,以及初创企业和专业投资机构,进行线上+线下、媒体+智库相结合的调研,系统收集和梳理东盟地区企业与投资者对海南自由贸易港封关运作的政策认知、投资意愿与合作期盼等,并从东盟企业视角为海南深化与东盟的经贸合作提供直接参考。

This report was jointly researched and written by the Hainan Daily Press Group, relying on the Hainan International Media Center (HIMC) ASEAN Liaison Center, and Nanyang Siang Pau. The survey targeted 106 enterprises—ranging from large corporations to SMEs, startups, and professional investment institutions—across major ASEAN member states including Malaysia, Singapore, Indonesia, and Thailand. These entities span multiple industries such as manufacturing, trade and logistics, services, digital economy, energy, and resources. By combining online and offline methods with a "media + think tank" approach, the survey aimed to systematically collect and analyze the policy awareness, investment willingness, and cooperation expectations of ASEAN enterprises and investors regarding the Hainan FTP's independent customs operations. The report seeks to provide a direct reference from the perspective of ASEAN enterprises for deepening economic and trade cooperation between Hainan and ASEAN.

Sample Analysis: The "Policy Visibility" of the Hainan Free Trade Port Has Basically Emerged

从企业规模结构来看,本次调研所覆盖的受访对象以中小企业为主,同时也包含一定比例的具备区域或跨境业务经验的较大型企业。同时,样本中所包含的部分中大型企业及已有跨境业务经验的企业,为分析不同规模主体在认知结构与关注重点上的差异提供了必要的比较维度。

From the perspective of enterprise size distribution, the survey sample covered in this survey is composed primarily of small and medium-sized enterprises (SMEs), while also including a certain proportion of larger firms with regional or cross-border business experience. Meanwhile, the inclusion of medium-to-large enterprises along with firms that are already conducting cross-border operations, provides a necessary comparative dimension for analyzing the differences in cognitive structures and focus areas among entities of different scales.

本次调研的企业规模结构,有助于从多个层面理解东盟企业对海南自由贸易港的态度:一方面反映了中小企业对制度门槛与落地条件的现实关切,另一方面也保留了中大型企业对长期战略与区域布局的判断视角。这一结构为后续关于投资意愿、关键吸引因素及主要顾虑的分析,提供了相对稳固的样本基础。

The structure of enterprise size in this survey facilitates a multi-level understanding of ASEAN enterprises' attitudes toward the Hainan FTP: on one hand, it reflects the practical concerns of SMEs regarding institutional thresholds and conditions for establishment; on the other hand, it retains the perspective of medium-to-large enterprises on long-term strategy and regional layout. This structure provides a relatively solid sample basis for the subsequent analysis of investment willingness, key attraction factors, and major concerns.

本次调研结果可被视为以马来西亚企业群体为代表的东盟企业对海南自由贸易港的政策感知度、潜在吸引力及主要顾虑最新的系统性反馈。相关结论可为海南自由贸易港后续在东盟市场开展政策推介、制度优化及招商策略调整,提供具有现实参考价值的初步依据。

The results of this survey can be viewed as the latest systematic feedback on the policy perception, potential attractiveness, and major concerns regarding the Hainan FTP from ASEAN enterprises, represented by the Malaysian business community. The relevant conclusions offer preliminary evidence with practical reference value for the Hainan FTP to subsequently carry out policy promotion, institutional optimization, and adjustment of investment attraction strategies in the ASEAN market.

调查结果显示,受访企业对政府角色的期待呈现出高度集中且指向明确的特征。企业在评估海南自由贸易港时,其决策逻辑已由早期的“政策吸引型”判断,逐步转向对制度具备可操作性的综合评估。

The survey results indicate that the expectations of respondent enterprises regarding the role of the government are highly concentrated and clearly directed. When evaluating the Hainan FTP, the decision-making logic of enterprises has gradually shifted from early-stage judgments based on "policy attraction" to comprehensive assessments of "institutional operational feasibility."

从排序结果看,“金融支持与便利”位居企业期待的首位,成为最受关注的政府支持方向。在封关运作正式启动后,企业对跨境资金调度、结算安排、融资渠道及外汇管理机制的敏感度明显上升。顺畅的金融制度,将推动企业把海南作为实际运营或区域布局节点的最终决策。尤其对于中小型企业而言,相较于单一税率水平,金融工具的可获得性、融资路径的清晰度以及资金跨境流动的可预期性,往往构成更为现实且优先的制度约束。

According to the ranking results, "financial support and facilitation" tops the list of enterprise expectations, becoming the most prominently identified priority for government support. Following the official launch of independent customs operations, enterprises' sensitivity to cross-border fund allocation, settlement arrangements, financing channels, and foreign exchange management mechanisms has risen significantly. A smooth financial system will drive enterprises to make the final decision to use Hainan as a hub for actual operations or regional layout. Especially for SMEs, compared to a single tax rate level, the availability of financial instruments, the clarity of financing paths, and the predictability of cross-border capital flows often constitute more realistic and prioritized institutional constraints.

紧随其后的“法治与市场环境”以及“政策解读与辅导”,进一步凸显了企业对制度透明度与规则可理解性的高度重视,显示在封关运作带来制度边界变化的背景下,企业对海南自贸港相关清晰的规则、一致的执行,以及具备稳定性与连续性的政策有了进一步的了解。

Closely following are "rule of law and market environment" and "policy interpretation and guidance," which further highlight the high importance enterprises attach to institutional transparency and rule comprehensibility. This shows that against the backdrop of changing institutional boundaries brought about by special customs operations, enterprises have gained a further understanding of the need for clear rules, consistent execution, and stable, continuous policies in the Hainan FTP.

此外,“提供政策扶持或准入放宽”以及“降低综合运营成本”同样获得较高关注。这表明,在制度框架与金融环境具备基本可行性的前提下,企业仍会进一步从经营层面评估项目的成本结构与准入条件,希望获得落地项目的长期发展。

In addition, "provision of policy support or market access relaxation" and "reduction of comprehensive operating costs" also received high attention. This indicates that, provided the institutional framework and financial environment are basically feasible, enterprises will still further evaluate the cost structure and access conditions of projects from an operational level, hoping to secure long-term development for their established projects.

“人才引进与生活配套”以及“项目落地绿色通道”的关注度构成了企业整体决策的重要补充条件。特别是对于计划在海南设立区域总部、研发中心或开展长期运营的企业而言,人才供给稳定性、居留与生活便利性,往往会在项目由意向阶段进入实施阶段后,逐步上升为影响布局深度与组织稳定性的关键变量。

The attention given to "talent introduction and living facilities" as well as "green channels for project implementation" constitutes important supplementary conditions for overall corporate decision-making. Particularly for enterprises planning to establish regional headquarters, R&D centers, or conduct long-term operations in Hainan, the stability of talent supply and the convenience of residence and daily life often gradually escalate into key variables affecting the depth of layout and organizational stability once a project moves from the intention stage to the implementation stage.

综合来看,本次调研结果清晰显示,企业对海南省政府提供支持的期待已呈现出明显的服务导向与制度导向特征。企业更加关注封关运作条件下自贸港顺畅的金融体系与清晰的法治与市场规则。东盟企业,尤其是马来西亚企业,对海南自由贸易港的整体认知,已由早期的概念性理解,逐步进入以功能评估与决策可行性为导向的判断阶段。企业开始从制度接口、供应链节点以及进入中国内地市场的操作路径等维度,重新审视其潜在角色与实际价值。海南自由贸易港在东盟企业中的政策“可见度”已基本显现。

Overall, the survey results clearly show that enterprises' expectations for support from the Hainan provincial government have taken on distinct service-oriented and institution-oriented characteristics. Enterprises are paying closer attention to a smooth financial system and clear rule of law and market rules under the conditions of customs closure. The overall perception of ASEAN enterprises, especially Malaysian ones, regarding the Hainan FTP has gradually evolved from early conceptual understanding to a judgment stage oriented by functional assessment and decision-making feasibility. Enterprises are beginning to re-examine their potential roles and actual value from dimensions such as system interfaces, supply chain nodes, and operational pathways into the Chinese mainland market. Thus, the "policy visibility" of the Hainan FTP among ASEAN enterprises has basically emerged.

认知度与投资意愿逐步提升。 调研结果显示,超过七成受访企业认可海南作为进入中国内地市场“中转或再出口平台”的战略价值。企业普遍已对海南在区位条件、政策定位及制度创新方向上所具备的潜在功能形成较为明确的认知,并对其在中国高水平对外开放格局中的角色给予积极评价。

Awareness and investment willingness are gradually increasing. The survey results show that over 70% of respondent enterprises recognize Hainan's strategic value as a "transit or re-export platform" for entering the Chinese mainland market. Enterprises have generally formed a relatively clear understanding of Hainan's potential functions in terms of location conditions, policy positioning, and institutional innovation directions, and have given positive evaluations of its role in China's pattern of high-level opening-up.

多数企业已经形成“海南具有重要战略意义、值得持续关注”的共识,当前关注重点正逐步转向“海南在实际经营与业务布局中如何更高效地被运用”,为下一阶段通过进一步明确制度接口、操作指引与应用场景,推动企业从观望走向实质参与,奠定了良好基础。

Most enterprises have reached a consensus that "Hainan holds significant strategic importance and is worth continuous attention." The current focus is gradually shifting towards "how Hainan can be more efficiently utilized in actual operations and business layout." This lays a solid foundation for the next stage: encouraging enterprises to move from a wait-and-see attitude to substantive participation by further clarifying system interfaces, operational guidelines, and application scenarios.

决策逻辑转向制度可操作性与实际使用价值。 在进入中国市场的评估过程中,法规与审批流程、技术标准衔接以及市场信息获取等因素,成为企业重点关注的实际操作层面问题。进一步强化制度说明、操作指引与服务配套,有助于更充分释放政策优势,使企业从认知层面的认可,逐步转化为实际投资与经营行为。

Decision-making logic shifts to institutional operational feasibility and practical utility. In the process of evaluating entry into the Chinese market, factors such as regulations and approval processes, alignment of technical standards, and acquisition of market information have become practical operational issues of key concern to enterprises. Further strengthening institutional explanations, operational guidelines, and service support will help more fully release policy advantages, enabling enterprises to gradually transform from cognitive recognition to actual investment and business activities.

海南成为东盟企业对接中国市场的重要制度接口。 海南的核心吸引力在于为企业提供一条制度摩擦相对较低、操作路径相对清晰的进入通道。尤其对于首次进入或阶段性进入中国市场的东盟企业而言,企业期待海南在制度解读、审批协调、技术标准对接以及跨境资金安排等方面发挥“缓冲区”与“接口区”的功能。

Hainan becomes an important institutional interface for ASEAN enterprises connecting with the Chinese market. Hainan's core appeal lies in providing an entry channel with relatively low institutional friction and relatively clear operational pathways. Especially for ASEAN enterprises entering the Chinese market for the first time or in phases, there is an expectation for Hainan to function as a "buffer zone" and "interface zone" in terms of policy interpretation, approval coordination, technical standard alignment, and cross-border fund arrangements.

企业反馈:以“操作路径式说明”助推东盟企业实际布局

Enterprise Feedback: Promoting ASEAN Enterprises' Practical Establishment through "Operational Pathway Guidance"

金融支持与便利、法治与市场环境建设、系统化的政策解读与辅导机制,被企业普遍视为提升决策信心的核心条件。本次调研显示,海南自由贸易港已在东盟企业中建立起较为稳固的政策感知基础。企业对海南的期待,已明显从“有政策”转向“政策能够长期适用、有人协助落地”。东盟企业认为,海南自由贸易港下一阶段的对外推介与招商策略,应更多从“政策清单式介绍”转向“操作路径式说明”,通过具体案例、场景化指引及一站式对接机制,帮助企业理解“如何在海南落地、如何通过海南进入内地以及如何在合规与运营层面控制风险”,推动潜在认同转化为实质性投资与合作。

Financial support and facilitation, the development of a sound legal and market environment, systematic policy interpretation and guidance mechanisms are widely regarded by enterprises as core conditions for boosting decision-making confidence. This survey shows that the Hainan FTP has already established a relatively solid foundation of policy perception among ASEAN enterprises. Enterprises' expectations for Hainan have clearly shifted from the mere existence of policies to a stronger emphasis on their long-term applicability and the availability of implementation support. ASEAN enterprises believe that the Hainan FTP's external promotion and investment attraction strategies in the next stage should shift from "policy checklist presentations" to "operational pathway guidance." This includes the use of concrete case studies, scenario-based instructions, and one-stop coordination mechanisms to help firms understand how to establish operations in Hainan, how to leverage Hainan as a gateway to the domestic market, and how to manage compliance and operational risks. Such an approach would facilitate the conversion of initial interest into substantive investment and cooperation.

从多国商会及企业管理层的访谈反馈来看,海南自由贸易港已被普遍理解为一种“制度工程”,而非单一产业园区或税收洼地。受访企业普遍认为,海南的战略意义不在于复制中国香港、新加坡等成熟自由港模式,而在于探索具有中国特色的更高水平开放的可行路径。

Feedback from interviews with multi-national chambers of commerce and enterprise management reveals that the Hainan FTP is widely understood as an "institutional project" rather than a single industrial park or tax haven. Respondent enterprises generally believe that Hainan's strategic significance lies not in replicating mature free port models like Hong Kong or Singapore, but in exploring a viable path for higher-level opening-up with Chinese characteristics.

在RCEP生效、中国持续推进区域经贸合作的背景下,海南被视为连接中国内需市场与东盟经济体的重要南向制度接口,其政策方向与区域一体化趋势在战略层面具有较高一致性。海南在东盟企业眼中,已经完成了从“陌生政策概念”向“潜在制度入口”的转变。

Against the backdrop of the RCEP coming into effect and China's continuous promotion of regional economic and trade cooperation, Hainan is seen as a vital southward institutional interface connecting China's domestic demand market with ASEAN economies. Its policy direction aligns highly with regional integration trends at a strategic level. In the eyes of ASEAN enterprises, Hainan has completed the transition from an "unfamiliar policy concept" to a "potential institutional entry point."

从东盟企业的反馈来看,以柬埔寨、缅甸等国为代表,长期以出口制造、农产品或资源型产业为主的企业,普遍从全球供应链重新布局的角度,更关注海南自贸港降低其进入中国市场制度成本的“中介型”功能。

Feedback from ASEAN enterprises indicates that companies represented by countries like Cambodia and Myanmar—long dominated by export manufacturing, agricultural products, or resource-based industries—generally focus more on the "intermediary" function of the Hainan FTP in reducing institutional costs for entering the Chinese market, viewing this from the perspective of global supply chain reconfiguration.

企业希望海南能够加速产品进入中国内地市场所需的认证与审批流程,能够在加工增值、再出口与内销衔接之间提供清晰而稳定的制度安排。

Enterprises hope that Hainan can accelerate the certification and approval processes required for products to enter the Chinese mainland market and provide clear and stable institutional arrangements bridging value-added processing, re-export, and domestic sales.

在来自老挝等与中国经贸关系高度一体化国家的企业看来,海南的吸引力在于能够在现有双边或多边制度安排之上,提供可计算、可量化的新增价值。这类企业更希望在进入海南之后,整体税负显著低于现有路径,通关时间与行政流程出现实质性缩短,以及相关制度安排具有长期稳定性。

For enterprises from countries like Laos, which have highly integrated economic and trade relations with China, Hainan's appeal lies in its ability to offer calculable and quantifiable added value on top of existing bilateral or multilateral institutional arrangements. Such enterprises are more hopeful that, after entering Hainan, the overall tax burden will be significantly lower than existing paths, customs clearance times and administrative processes will be substantially shortened, and relevant institutional arrangements will possess long-term stability.

在制度与法律层面,东盟企业的判断呈现出高度一致性。多位受访者明确指出,真正影响投资决策的关键,是制度本身的可信、稳定且可预期。

At the institutional and legal levels, the judgments of ASEAN enterprises show a high degree of consistency. Multiple respondents explicitly pointed out that the key factor truly influencing investment decisions is that the system itself must be credible, stable, and predictable.

从企业视角来看,进入海南的前提条件,集中体现在市场准入规则透明且具可预期性,税制与关税安排稳定并能在实际操作中保持一致,跨境资金流动、利润汇回与汇兑机制清晰可行,争议解决机制具备国际社会可接受的法律保障水平。这些因素共同构成企业评估制度风险的核心维度。

From the enterprises’ perspective, the preconditions for entering Hainan are concentrated in transparent and predictable market access rules, stable tax and tariff arrangements that remain consistent in practice, clear and feasible mechanisms for cross-border capital flows, profit repatriation and currency exchange, and dispute resolution mechanisms that offer a level of legal protection acceptable to the international community. Together, these factors constitute the core dimensions for enterprises to evaluate institutional risk.

相较于中小型或出口导向型企业,多数受访的区域性龙头企业在评估海南时,其关注重点明显超越短期成本与政策优惠,转而聚焦更长期的结构性议题。这类企业普遍认为,未来区域竞争的核心要素正在从传统的成本优势,转向技术能力、人才体系与产业生态的完整性。

Compared to SMEs or export-oriented enterprises, most surveyed regional leading enterprises focus significantly beyond short-term costs and policy incentives when evaluating Hainan, turning instead to long-term structural issues. These enterprises generally believe that the core elements of future regional competition are shifting from traditional cost advantages to the integrity of technological capabilities, talent systems, and industrial ecosystems.

这一长期视角提示,海南的制度设计不仅需要解决“如何进入中国”的问题,更需要进一步回应“如何在中国长期发展并实现持续升级”的战略命题。对于大型企业而言,具备这种长期发展空间,往往比短期政策红利更重要。

This long-term perspective suggests that Hainan's institutional design needs to address not only the question of "how to enter China" but also further respond to the strategic proposition of "how to develop long-term and continuous expansion in China." For large enterprises, possessing such space for long-term development is often more important than short-term policy dividends.

综合不同国家、不同类型企业的判断,可以得出一个高度一致的结论:海南自由贸易港的投资价值已获得东盟企业广泛认可,海南既是中国推进高水平对外开放的重要窗口,也是一场面向国际市场制度能力测试的重要平台。不同类型的企业,都期待着海南能够为其提供“操作路径式说明”,帮助其在中国特别是海南自由贸易港开展实际布局。

Synthesizing the judgments of enterprises from different countries and types, a highly consistent conclusion can be drawn: the investment value of the Hainan FTP has been widely recognized by ASEAN enterprises. Hainan is both an important window for China to promote high-level opening-up and a crucial platform for testing institutional capabilities facing the international market. Enterprises of all types look forward to Hainan providing "operational pathway explanations" to help them establish actual operational presence in China, and specifically in the Hainan Free Trade Port.

前景期待:打造东盟企业进入中国市场“看得清、走得稳、用得上”的制度通道

Future Expectations: Creating a"Visible, Stable, and Practical" Institutional Channel for ASEAN Enterprises to Enter the Chinese Market

针对调研以马来西亚企业与商会为主要观察对象,海南国际传播中心海南-东盟国际传播高级顾问、东盟-中国经贸发展促进会秘书长潘荣德博士指出,这是基于制度传播路径的现实判断。作为海南的主流国际传播机构,海南国际传播中心已在吉隆坡设立东南亚首个联络中心,这表明其在以媒为桥促进区域经贸对接交流架构中承担“枢纽性角色”。

Given that the survey primarily targets Malaysian enterprises and chambers of commerce as the primary subjects of observation, Dr. Ronald Pua, Senior Consultant for Hainan-ASEAN International Communication at the Hainan International Media Center (HIMC) and Secretary General of Asean-China Economic and Trade Promotion Association , pointed out that this is a realistic assessment of institutional communication pathways. As Hainan's mainstream international communication institution, the HIMC has established its first Southeast Asian liaison center in Kuala Lumpur, underscoring its role as a strategic hub in facilitating regional economic and trade connectivity through the media.

针对调研企业以中小企业为主,厦门大学马来西亚分校经济助理教授李荣昌指出,大企业往往已在中国投资,决策更多围绕“调整”进行;中小企业对制度不确定性敏感度更高,更能反映海南自由贸易港面对的真实受众。

Addressing the fact that the surveyed enterprises are primarily SMEs, Dr. Lee Rongchang, Assistant Professor of Economics at Xiamen University Malaysia, noted that while many large enterprises have already invested in China and their decisions revolve more around "adjustments", SMEs are more sensitive to institutional uncertainty and can better reflect the views of the true audience facing the Hainan FTP.

关于从“优惠强度”到“制度可信度”的评价转向,李荣昌认为,企业更关心政策的稳定性。海南自由贸易港可以持续证明其制度承诺具有可预测性,以进一步扩大对东盟企业的吸引力。

Regarding the shift in evaluation from "intensity of incentives" to "institutional credibility," Dr. Lee believes that enterprises are more concerned with policy stability. The Hainan FTP can continue to demonstrate the predictability of its institutional commitments to further expand its appeal to ASEAN enterprises.

潘荣德认为,海南的制度价值,在于提供一种低成本、可进可退、风险可控的制度缓冲空间。李荣昌补充指出,当前背景下企业普遍采取“去风险”策略。海南若被视为“试验性平台”,吸引力反而更具现实性。

Dr. Ronald Pua believes that Hainan's institutional value lies in providing a low-cost, flexible, and risk-controlled institutional buffer zone. Dr. Lee added that in the current context, enterprises generally adopt "de-risking" strategies. If Hainan is viewed as an "experimental platform," its appeal becomes more realistic.

潘荣德还表示,海南的制度设计优势——低门槛、相对清晰的政策框架以及进入中国内地市场的中转节点功能,使其具备吸引东盟中小企业的条件。

Dr. Ronald Pua also stated that Hainan's institutional design advantages—low thresholds, a relatively clear policy framework, and its function as a transit node for entering the Chinese mainland market—equip it with the conditions to attract ASEAN SMEs.
