Founded in 2016 in Haikou, the capital of southern China's Hainan Province, Feixingzhe Tech—an unmanned aerial vehicle (UAV) application and aerial mapping solution provider—has developed into one of China's national demonstration high-tech enterprises, and now boasts branches in Beijing, Guangdong, Chongqing, and other cities across China.
With an average revenue growth of 59.52% over the past five years, the take-off of Feixingzhe Tech represents a microcosm of the development of Hainan's digital economy in recent years.
In September 2022, Hainan rolled out a three-year (2022-2025) plan to accelerate the high-quality development of the digital economy.
Improving digital infrastructure
Haikou Fullsing Internet Industrial Park, one of the 13 key industrial parks in the Hainan Free Trade Port (FTP), boasts an Internet innovation and entrepreneurship base to cultivate talent in digital industry.
“Half a year ago, I didn't have the first clue about live-streaming. Thanks to systematic training I've received here at the base, I’ve now mastered the skills to do live streams,” said Ah-Zhuang, a live stream host based at the park.

In addition to industrial parks, Hainan is speeding up the construction of 5G and gigabit fiber optic broadband networks. As of July 2023, the province has built 24,000 5G base stations, bringing 5G coverage to all cities and towns on the island.
Listed as one of China's eight pilot provinces for public data development in 2020, the province has set up a data product supermarket to explore the utilization of public data.
Developing digital industrial clusters
Since 2018, Hainan's digital economy, led by the Internet industry, has continued to grow rapidly. Statistics show that last year, the revenue of core digital industries reached 127.96 billion yuan (approx. $17.54 billion), a year-on-year increase of 5.55%, adding 51.1 billion yuan (approx. $7 billion) in value. The revenue accounted for 7.5% of the province's total GDP and 47% of that for the high-tech industry.

The Hainan Resort Software Community (also known as the Hainan Ecological Software Park) and Haikou Fullsing Internet Industrial Park are the two major digital economy industrial clusters in Hainan cultivating electronic information manufacturing, gaming, and blockchain companies.
More than 170 blockchain firms including Baidu and NewLink have operations on the island, with three projects developed here selected into the national blockchain innovation application pilot program. On the gaming industry side, the province has about 1,800 companies, including subsidiaries of well-known gaming giants Tencent and Yuanyou.
By the end of 2022, more than 13,000 enterprises had been registered in the Hainan Resort Software Community, with total revenues surpassing 230 billion yuan (approx. $31.53 billion) and tax revenues of 15.3 billion yuan (approx. $2.1 billion).

SSC+ Blockchain Company, based in the Hainan Resort Software Community, has established institutions in cooperation with Oxford University and the Institute of Computing Technology of the Chinese Academy of Sciences, attracting high-end talent from China and around the world.
Promoting industrial digitalization
Over the past few years, Hainan continues to promote digitalized factory construction in key companies such as Jinpan Technology, Poly Pharm, and AUSCA International Oils and Grains Co., Ltd.
On August 20, Jinpan Technology announced the signing of an agreement with an overseas company on the supply of distribution transformers, with the total order amount estimated at between 1.08 and 1.44 billion yuan (approx. $0.2 billion).
The provincial government has assisted five companies, including Qilu Pharmaceutical, in linking their Enterprise Resource Planning (ERP) systems with Customs, to enable them to more readily enjoy the benefits of Hainan FTP’s zero-tariff policy on goods processed from imported materials whose value has increased by at least 30% following processing in the FTP when entering the rest of China.
In addition, Hainan's capital, Haikou, is working on a bid for becoming a national pilot city for the digital transformation of middle and small-sized enterprises. This move is expected to boost the digital development of more than 400 manufacturing companies in the province.
“Thanks to government support, our company has seen rapid development, cooperating with over 10 domestic financial and communication firms,” said Zhao Jian, CEO of Qinghe AI, an AI company that was registered and established in Haikou Fullsing Internet Industrial Park in March last year.
