16 Measures to Ensure Smooth Customs Clearance at 6th CICPE

Ahead of the 6th China International Consumer Products Expo (CICPE), Haikou Customs has launched a ‘convenience package’ to provide one-stop customs clearance services for event participants and exhibition materials.

Haikou Customs has issued a ‘Customs Clearance Guide’ and ‘Facilitation Measures’ for the 6th CICPE, implementing 16 measures across four sectors—service support, tax incentives, streamlined procedures, and improved regulatory efficiency—to ensure smooth inbound and outbound customs clearance for exhibitors and exhibits.

Dedicated CICPE channels and service counters have been set up at major Hainan ports, including Haikou Meilan International Airport and Yangpu Port. A ‘green channel’ has been opened for inbound exhibits, giving participants priority in customs declaration, inspection, sampling, and testing.

Participants must complete advance information filing via the ‘Single Window’ or ‘Internet + Customs’ platform and submit exhibit lists and related information in advance to enable rapid clearance once the materials arrive.

Temporary imports for the CICPE fall under an integrated customs clearance model. Participants or their authorized on-site logistics service providers only need to make a customs declaration to Haikou Customs. Port customs officials will handle the actual product inspection and release. A ‘one-time filing, batch list submission’ mechanism further reduces follow-up customs clearance procedures.

Tax incentives for exhibit sales: Imported exhibit products sold during the CICPE within specified limits are exempt from import duties, import VAT, and consumption tax. For sales exceeding the quota, customs will expedite clearance to support normal sales and handling.

During the Expo, customs will set up on-site customs stations to provide tariff exemption compliance supervision, along with consultation desks offering end-to-end customs supervision, clearance, and policy consultation support. Haikou Customs will also provide support at CICPE sub-venues in Sanya and Boao, promoting coordinated development across a variety of industries including yachts and medical devices.
