Bringing Hainan to Beijing ②: To become part of the Int’l industrial chain, the Hainan FTP needs to develop its science and technology

Called the “two sessions”, this year’s annual meetings of the National People’s Congress and the Chinese People's Political Consultative Conference have just begun in Beijing. One of the most important government meetings to take place throughout the year, the morning of March 5th saw the Great Hall of the People packed with lawmakers and media for the opening of the fifth session of the 13th National People's Congress (NPC). 

During the presentation of the government work report, Chinese Premier Li Keqiang once again mentioned the construction of the Hainan Free Trade Port. As 2022 is the year during which Hainan will begin the whole-island process of customs closure, this year is a critical one which is attracting worldwide attention.

As a large gathering place for talent in China, Beijing is the workplace of many Hainanese. Although those Hainanese are not currently in Hainan, they always care about their hometowns and pay close attention to the development of the Hainan Free Trade Port. During this year’s national "Two Sessions", Hainan International Media Center and Hainan International Communication Network have launched a series named “High on Hainan – Bringing Hainan to Beijing”. In this series, we will invite some Hainanese who are working and living in Beijing to share different suggestions and views on the development of Hainan.

In the second episode we interviewed Dr. Chen Jingwei (Deputy Director of the Investment and Financing Research Centre of the Chinese Academy of Social Sciences). Hailing from Hainan's Qionghai, Dr. Chen has spent nearly 30 years in the field of economics and finance. To date, his publications in China and other countries include more than 70 published papers and a collection of works and translations.

Because of his years of observation and research on China and the world's economic and financial fields, Dr. Chen Jingwei is uniquely qualified to share with us his insights and views on how the “two market models” and “going to Southeast Asia in the new era” will help the province involve in the international industrial chain. Dr. Chen's “two market models” can be understood as “building factories like Huawei and shopping malls like Wanda Group”. 

Of the opinion that the Hainan FTP should make a point of going down the road of industrial development and building factories, Dr. Chen says that once the tropical island province has established a modern industrial system, it will be easier to support its integration into both the Southeast Asian economic circle and the overall global industrial chain. At the same time, Dr. Chen also notes that it is important for the Hainan FTP to formulate flexible and diversified talent policies which focus on attracting “smart” workers.
