Situated in Chengmai County in northwest Hainan, the Haikou Integrated Free Trade Zone is the first integrated free trade zone and one of three special customs supervision areas established in the province. The Free Trade Zone was set up in 2008 and began independent customs operation in 2011. In June 2020, when China released the master plan for the Hainan Free Trade Port, it was named as one of the eleven key industrial parks on the island. In 2021 it grew into a pilot zone with a special import & export management system, and in that same year the park saw total revenues of more than 100 billion yuan (about $15 billion).

Over the past few decades, the Free Trade Zone has leveraged the preferential policies of both the Hainan Free Trade Port and the special customs supervision area to develop international trade and build duty-free commodities warehousing, modern logistics, sophisticated manufacturing, and other sectors. It is now home to a number of leading enterprises in various industries, including the China Duty Free Group, LVMH, Tapestry, De Beers, Cainiao Smart Logistics Network, Kerry TJ Logistics, Jiacheng International Logistics, and more.
