On March 31, the Hainan RCEP tariff inquiry service platform was officially launched. On January 1, 2022, the Regional Comprehensive Economic Partnership Agreement (RCEP) entered into force. RCEP is a free trade agreement (FTA) between 15 member countries in the Asia-Pacific region. To help the import/export enterprises in Hainan, the Department of Commerce of Hainan Province has organized information on the tariff commitment reduction list under the RCEP agreement and the tariff rates of all free trade agreements between China and other RCEP signatories, and placed it all on the new service platform.

Hainan’s service platform offers information and comparison of the same commodity across 14 countries, and has three major functions. The first is to conduct a comprehensive survey of free trade agreements to help companies choose the best tax rate. In addition to the RCEP, other free trade agreements between China and other RCEP countries are also available on the platform. The second is a comprehensive analysis of commodity tax rules to help companies identify tax rates for each year. Inquiries are not limited to commodities or a particular year, and enterprises can inquire about all commodity tax rates within the last 35 years under the RCEP agreement. The third is comprehensive retrieval of all results using “fuzzy” querying, in order to help enterprises conduct market analysis. Through a “fuzzy” query of a 6-digit tariff code, a comparison of the same commodity in 14 signatory nations is retrieved and displayed in an easy-to-read format.
