Editor’s note:

On the morning of March 5, Chinese Premier Li Keqiang mentioned the construction of the Hainan Free Trade Port (FTP) once again in the central government's work report. For four consecutive years, the FTP has been raised consistently in the annual report. Reference to the FTP has gone from "exploration" to "acceleration", then from "promotion" to "solid progress". The evolution in rhetoric in the report shows sound affirmation of the progress made on the FTP's construction. As 2022 is the year during which Hainan will begin the whole-island process of customs closure, this year is a critical one which is attracting worldwide attention.

As a large gathering place for talent in China, Beijing is the workplace of many Hainanese. Although those Hainanese are not currently in Hainan, they always care about their hometowns and pay close attention to the development of the Hainan Free Trade Port. During this year’s national "two sessions", Hainan International Media Center and Hainan International Communication Network have launched a series named “High on Hainan – Bringing Hainan to Beijing”. In this series, we will invite some Hainanese who are working and living in Beijing to share different suggestions and views on the development of Hainan.

In the third episode, we interview Zheng Zuohuan, a researcher from the Academy of Mathematics and Systems Science of the Chinese Academy of Sciences (CAS). Dr. Zheng comes from Haikou, Hainan. Since 1997, he has worked at the CAS Institute of Applied Mathematics. In 2017, he was selected into the Hainan’s introduction plan for high-end talent.

When talking of Hainan’s development, Dr. Zheng states that Hainan should promote the construction of the Free Trade Port through developing its manufacturing industry. During the process, talent can combine their professional and personal development with their contributions to the society. If Hainan is able to develop its manufacturing industry and provide talent with good pay and benefits, with its pristine natural environment, it will soon become a very attractive option for talent.
