Data to drive Hainan’s digital government

On the afternoon of October 12th, the Digital Government Sub-forum of the 3rd Digital China Summit was held in the Fuzhou Strait International Conference and Exhibition Center. Dong Xuegeng, Director of Big Data Administration of Hainan Province, was invited to participate in the dialogue session of the forum, where he spoke on the subject of “data driven digital government" and shared his views on how to strengthen the integration, governance, openness, and utilization of data while improving related policies, regulations, and operation mechanisms to accelerate digital government construction and improve government service efficiency in the areas of technology, application, policy, and industry.

According to Dong Xuegeng, in order to speed up the construction of the Hainan Free Trade Port, Hainan Province must adhere to the principle of “centralizing data, personnel, capital, management, and technology", establishing an overall e-government network and provincial data center and creating an integrated big data development system.

The development of a big data system in Hainan is focused on the users. During the epidemic this year, Hainan launched a local Health Code,  which played an important role in epidemic prevention & control and resuming work & production, earlier than many other cities in the country. In addition, Hainan’s "single window" for international investment also collects a huge amount of administrative data on enterprise licenses, taxation, social security, investment projects, project resources, etc., providing data for administrative departments of various industries to make policies, optimize the business environment, and improve service capacity. Through the integration of government data resources, materials needed can be reduced by up to 55% and the approval time and steps by nearly 70%. The whole process has been reduced from the previous average of 7 days to the current norm of as fast as only 2 days.

At the same time, Hainan Province also uses digital technology to improve regulatory capacity and create a social management platform & information management system for people, product, and capital flow in and out of the island, realizing data-based anti-smuggling support data service and safeguarding the construction of the Hainan Free Trade Port.
