On June 1, 2020, the Overall Plan for the Construction of the Hainan Free Trade Port (the Master Plan for Hainan FTP ) was published. The Plan states that by 2025, a free trade port policy system focusing on free trade and investment facilitation will be initially established on Hainan Island, with island-wide independent customs operations to commence in due course.

Over the past three years, the core policy dividends of the Hainan Free Trade Port have gradually come to fruition, welcoming many global "firsts" to Hainan and demonstrating the vitality of Hainan FTP construction.

To mark the third anniversary of the release of the Hainan FTP master plan, Hainan International Media Center has created the poster series "Three Years of Firsts for Hainan". A new poster introducing the unique policy advantages of the Hainan Free Trade Port, with a focus on “firsts”, will be released daily starting June 1.

The first large aircraft imported under the "zero-tariff" policy

On September 8, 2022, a Boeing 777-200LRF cargo aircraft valued at USD100 million was cleared and released by customs at Meilan Airport with USD13.78 million in import duties were exempted.

Policy Interpretation

Prior to island-wide independent customs operations that China set to lauch by 2025, ships, aircraft, vehicles and other means of transportation as well as yachts imported by enterprises registered in the Hainan FTP possessing independent legal personality and engaged in transportation and tourism (aviation companies must use Hainan FTP as the main operating base) are exempt from import duties, import value-added tax and consumption tax.
