Recently, the Transportation Department of Hainan Province issued a notice regarding the implementation of a free sea-crossing policy for vehicles that enter or exit the island carrying fresh agricultural products and important medical/daily supplies. The policy aims to ensure the normal supply of goods to people in Hainan during the pandemic and the implementation period is from 14:00 on August 8, 2022, to 24:00 on August 23, 2022.

According to the notice, the vehicles entering or exiting the island are entitled to free sea-crossings. The Hainan Traffic Levy & Check Bureau has arranged full-time personnel to set up special service counters for the registration and processing of refunds for those above-mentioned vehicles in Haikou Xinhai Port, Xiuying Port, and the Nangang Freight Fee-Collection Centre.
Furthermore, follow-up refunds will be made for vehicle owners who previously did not know about the policy but have crossed the sea at their own expense within the free sea-crossing period.
