Announcement on the Arrangement for Stranded Travelers Departing Haikou Issued by Haikou COVID-19 Prevention and Control Headquarters

为保障因新冠肺炎疫情滞留旅客有序返程,经海口市新冠肺炎疫情防控指挥部研究决定,现将滞留海口旅客离岛返程有关事宜公告如下:

To ensure the orderly departure of stranded travelers amid the ongoing COVID-19 pandemic, Haikou COVID-19 Prevention and Control Headquarters has made the following arrangements for the departing stranded travelers.

一、对符合下列条件的滞留旅客,自811日起分类分批安排返程

I. Stranded travelers who meet the following conditions will be arranged for departure in batches beginning August 11, 2022.

无疫的市县(区):旅客所在旅行团队或入住酒店近7天内没有阳性感染者;或近3天内未出现发热、干咳、嗅觉丧失、肌肉酸痛等临床症状的散客,可凭48小时2次(每天1次)核酸阴性证明返程。

Stranded Travelers in risk-free cities/counties (districts):

Travelers in groups or hotels with no infected cases over the past 7 days or independent travelers with no clinical symptoms, such as fever, dry cough, loss of smell, muscle soreness, etc. over the past 3 days may depart upon proof of two negative NAT results within the past 48 hours (one test per day spaced out at least 24 hours apart).

低风险区:旅客所在旅行团队或入住酒店7天内没有阳性感染者;或近3天内未出现发热、干咳、嗅觉丧失、肌肉酸痛等临床症状的散客,可凭72小时3次(每天1次)核酸阴性证明返程。

Stranded Travelers in low-risk cities/counties(districts):

Any travelers in groups or hotels with no infected cases over the past 7 days or independent travelers with no clinical symptoms, such as fever, dry cough, loss of smell, muscle soreness, etc. over the past 3 days may depart upon proof of three negative NAT results within the past 72 hours (one test per day spaced out at least 24 hours apart).

中高风险区:经过疫情防控降为低风险区后,执行低风险区规定。

Stranded Travelers in mid/high-risk cities/counties(districts):

The arranged departure measures for low-risk cities/counties shall apply to mid/high-risk cities/counties (districts) once downgraded to low-risk.

在自愿基础上,优先安排具有医疗需要、老年人、儿童、孕妇等特殊人群及其陪护人员返程。

Priority in arranging departure will be given to special groups (with special medical care needs, the elderly, children, pregnant women, and their care).

二、滞留旅客必须在海南健康码首页“离琼申请”栏填写信息,提交离岛申请,待审核通过后方可购买机票、火车票、船票。

II. Stranded travelers must fill in the "Departure Application" (离琼申请) on the homepage of the Hainan Health Code and apply for approval before purchasing air, train and/or ship tickets.

三、旅文、交通部门将及时收集申请离岛的滞留旅客信息,根据区域、时间和运力情况统筹进行安排,并加强与航空公司、铁路、港航管理部门的沟通对接,确保运力充足。

III. Tourism & culture authorities and transport agencies shall, in a timely manner, collect the data of stranded travelers who apply for departure arrange for their departure according to region, time, and transport capacity, and coordinate with airlines, railways, ports, and navigation authorities to ensure sufficient transport resources.

四、对离岛返程旅客,有关滞留地市县政府将统一安排将旅客从滞留地点闭环送至机场等地点,由民航等部门安排运力保障返程,并由目的地政府负责对返程人员实施点对点闭环接回。

IV. The governments of cities/counties concerned shall make centralized arrangements: transporting all stranded travelers from their current sites directly to airports and other hubs in a closed-loop. Civil aviation and other transport agencies shall employ sufficient resources to ensure the return trip of stranded travelers to their designated destinations. Governments at destinations receiving stranded travelers shall be responsible for, completing the “point-to-point” closed-loop handover.

五、离岛返程前,机场、铁路和港航管理部门将严格验核“离琼申请”审核结果、返程旅客健康码、核酸检测结果、防疫行程卡,严格落实疫情防控相关政策。无法通过手机验核行程卡的老人、小孩,经专家评估符合要求方可离岛。

V. Competent authorities at airports, railway stations, ports, and other transport agencies shall strictly check “Departure Application” results, health codes, NAT results, and travel codes of all the departing travelers and strictly implement relevant pandemic prevention policies. For the elderly and children without travel codes, an expert assessment will be made to judge their eligibility for departure.

六、返程目的地政府将根据本地疫情防控规定,负责返程人员健康管理和健康监测。符合返程条件的滞留旅客返程前要主动与目的地社区和单位对接,了解当地防控具体要求。到达目的地后,须第一时间向当地报告,严格遵守属地防控要求。

VI. Governments at destinations receiving stranded travelers shall monitor the health status of the returned travelers and carry out management in accordance with their respective pandemic prevention regulations. All travelers eligible for arranged departure shall contact their destination communities and employers/schools before their departure for clarification of specific pandemic prevention requirements. Upon arrival at their destinations, returned travelers shall promptly report to their local competent authorities and strictly comply with local pandemic prevention requirements.

七、有下列情况之一的滞留旅客,暂不返程:阳性感染者;密切接触者和密接的密接;滞留在中高风险区的旅客。对暂时滞留的旅客朋友们,海口市将全力保障生活物资充足供给,提供最友善、最暖心、周到细致的服务。

VII. Stranded travelers whose situation belongs to any of those listed here are ineligible for arranged departure at present: Infected persons; close or secondary contacts; and/or travelers stranded in mid/high-risk areas. Sufficient living supplies and considerate services will be provided to all stranded travelers within Haikou City.

八、海口市将按照分类施策、分批转运、安全有序、严防外溢的原则,自811日开始按计划安排旅客有序离岛。具体计划安排及操作规程将及时向社会公布或以电话等方式通知旅客。有疑问的旅客,请咨询12345热线电话或者海口市旅文局联系电话0898-68507034

VIII. Haikou City will work out targeted policies to ensure the safe and orderly departure of stranded travelers in batches to prevent further transmission of the virus. Departures are scheduled to begin on August 11, 2022. Further details and procedures will be published to the public as soon as possible. Alternatively, travelers may be contacted by telephone or other means.
