为切实做好滞留旅客离岛工作，严防疫情外溢，根据《海南省新冠肺炎疫情防控指挥部关于滞留海南旅客离岛返程有关事宜的公告》要求，按照分类施策、分批转运、安全有序、严防外溢的原则，结合海口市疫情防控实际，经专家研究评估，现将有关事项通告如下：

As required in the Announcement on the Arranged Departure for Stranded Travelers by Hainan COVID-19 Prevention and Control Headquarters, the following arrangements have been made in light of our city’s situation and based on expert evaluation to ensure the safe and orderly departure of stranded travelers and prevent further transmission of the virus.

一、阳性感染者、密切接触者和密接的密接、滞留在中高风险区的旅客，暂不返程。

I. Departure shall not be arranged for positive cases, close and secondary contacts, and/or travelers stranded in high and medium-risk areas until further notice.

二、海口市自驾游旅客及其他旅客离岛需提前3天入住海口指定的健康管理驿站，开展健康监测。未出现发热、干咳、嗅觉丧失、肌肉酸痛等临床症状的，每天开展1次核酸检测，自驾游旅客凭健康监测证明由市交通部门统一组织从健康管理驿站点对点闭环前往港口返程；其他旅客凭健康监测证明由市交通部门安排专车“点对点”闭环转运至港口或火车站返程。

II. Travelers with their own passenger vehicles and foot passengers stranded in Haikou shall check in the city’s designated health management stations 3 days ahead of their scheduled departure. Travelers free of clinical symptoms such as fever, dry cough, loss of smell, or muscle soreness shall undergo nucleic acid testing on a daily basis. Travelers with their own passenger vehicles who hold health monitoring certificates shall go from the stations to the port of departure for their return journey under the unified arrangements of the municipal transport agency in a point-to-point closed-loop. Foot passengers who hold health monitoring certificates shall be transported by the transport agency in designated vehicles through a point-to-point closed-loop to their ports or train station of departure for their return journey.

(Note: a ‘health monitoring station’ is a hotel designated for the purposes of monitoring travelers’ health condition in a controlled environment)

三、无疫情市县、其他低风险市县自驾游旅客及其他旅客离岛需提前3天入住所在市县指定的健康管理驿站，开展健康监测。未出现发热、干咳、嗅觉丧失、肌肉酸痛等临床症状的，每天开展1次核酸检测，自驾游旅客凭健康监测证明由当前所在市县统一组织从健康管理驿站“点对点”闭环前往港口返程；其他旅客凭健康监测证明由当前所在市县安排专车“点对点”闭环转运至港口或火车站返程。

III. Travelers with their own passenger vehicles and foot passengers stranded in risk-free cities/counties or low-risk cities/counties shall check into designated health management stations in their locale 3 days ahead of their scheduled departure and shall have their health condition monitored. Travelers free of clinical symptoms such as fever, dry cough, loss of smell, or muscle soreness shall undergo nucleic acid testing on a daily basis. Travelers with their own passenger vehicles who hold health monitoring certificates shall go from the stations to the port of departure for their return journey under the unified arrangements of the municipal transport agency in a point-to-point closed-loop. Foot passengers who hold health monitoring certificates shall be transported by the transport agency in designated vehicles through a point-to-point closed-loop to their port or train station of departure for their return journey.

四、中高风险区域，经过疫情防控降为低风险区后，按照上述规定执行。

IV. The above measures shall also apply to mid/high-risk areas once they have been downgraded to low-risk areas.

自驾游旅客、其他旅客未按照统一安排自行前往海口市港口码头、火车站，其所提交的健康监测证明无效，还需继续在海口市指定的健康管理驿站健康监测3天后凭健康监测证明统一返程。

Travelers with their own passenger vehicles and foot passengers who head to their intended ports or railway station of departure in Haikou on their own without following the unified arrangements will see their submitted health monitoring certificates invalidated. They will be required to go through another 3-day health monitoring period at Haikou’s designated health management stations before embarking on their return trip. 

其他市县组织自驾游旅客、其他旅客集中前往海口港口码头、火车站需提前与海口市疫情防控指挥部对接，由海口市统筹安排确认后，方可组织前往。

Other cities/counties shall contact the Haikou COVID-19 Prevention and Control Headquarters and get confirmation from Haikou City in advance before making unified arrangements for the movement of travelers with their own passenger vehicles and foot passengers stranded in local cities/counties to their ports or railway station of departure in Haikou. 

集中健康管理期间，费用自理，我们将协调酒店提供优惠价格。离岛旅客在离岛返程过程中，要全程按要求做好个人防护，回到目的地后，第一时间向当地报告，严格遵守属地防控要求。

Expenses incurred during the period of health monitoring shall be borne by the travelers themselves, but we will coordinate with the hotels to provide due services at preferential rates. Departing travelers shall take personal protection as required throughout the process. Upon arriving at the destination, the returned travelers should immediately report to the government agencies at their destination and strictly comply with local anti-epidemic requirements.
