Hainan streamlines foreign-invested enterprise registry

This year, the Hainan Administration for Market Regulation has worked to make it easier to register foreign-invested enterprises, and continued to improve registration efficiency, as well as to optimize the business environment in the province.

The administration has set up a direct registration system for foreign enterprises, allowing them to directly engage in business activities in Hainan. At the same time, it has established a system to recognize the qualifications, licenses, and certifications foreign enterprises have obtained in their countries. After they register and begin to operate in Hainan, enterprises that have obtained qualifications in their own countries no longer need to obtain related domestic documents upon filing with the relevant administrative departments of Hainan Province (except for those documents approved by state ministries and commissions or involving national and public security), especially in the fields of architecture, design, medical care, tourism, and hotel services. 

In addition, the administration has implemented national treatment for international high-level talent in the areas of science and technology entrepreneurship. Technology-based enterprises established by these individuals can be identified as domestic-funded enterprises.

Furthermore, the administration has also implemented a more flexible registration method to solve the pandemic-induced registration difficulties of foreign-funded enterprises. For international investors who are unable to provide certification documents from their embassy (consulate), the team of the Hainan Provincial Bureau of International Economic Development

will issue an explanation letter, and the registration will be accepted. The investor shall go through the registration with a copy of his/her business partner's passport. If the partner has no entry and exit records in China, the investor can make a corresponding commitment on the copy of the business partner’s passport.
