Hainan plans to establish between two and four industrial parks in 2022, and the deadline for areas to apply to become industrial parks is August 8. Each newly approved industrial park is eligible for RMB 10 million of support money from a provincial fund.
An industrial park is a portion of a city zoned for industrial use rather than residential or commercial needs. Industrial parks may contain oil refineries, ports, warehouses, distribution centers, and or factories. In Hainan, industrial parks must be established with the joint approval of the Provincial Department of Agriculture and Rural Affairs and the Provincial Department of Finance, creating high standards for model agricultural construction and leaders in the prosperity of the rural industry.
To qualify to become an industrial park, an area must have leading industries, scientific planning, an advanced construction level, and outstanding green development results.
Hainan encourages the establishment of city and county-level industrial parks, especially high-quality modern agricultural industrial parks. Priority will be given to applications to create provincial-level industrial parks in the second year.
