Hainan's first approved exporter under RCEP

Hainan Jinhai Pulp & Paper Co., Ltd. was recognized by Haikou Customs as an approved exporter under the RCEP (Regional Comprehensive Economic Partnership Agreement). The company has the distinction of being the first approved exporter under the RCEP in the Hainan Free Trade Port.

After becoming an approved exporter recognized by customs, there is no need to apply for a certificate of origin through customs. As long as the approved company issues a declaration of origin, it can enjoy preferential tariff rates for imported goods under the RCEP agreement of the importing country.

Jinhai Pulp and Paper mainly exports pulp to ASEAN countries, and has applied for more than 1,200 certificates of origin under the ASEAN's Free Trade Agreements. "After becoming an approved exporter recognized by customs, our customs clearance efficiency will be greatly improved, and it will further save time in the application of the original certificate and reduce operating costs," said a representative of Jinhai.

On January 1, 2022, the RCEP entered into force. RCEP is a free trade agreement (FTA) between 15 member countries in the Asia-Pacific region. In addition to bringing the most direct tariff reduction dividends, the RCEP also introduced the management of approved exporters. The approved exporter system has become an important clause in the implementation of the RCEP, and carries the advantages of low administrative costs coupled with high efficiency.

What is an Approved Exporter?

Enterprises that can issue a declaration of origin for goods exported or produced that have a qualified origin under the relevant preferential trade agreements, as determined by the customs office in accordance with the law.
