All of Hainan’s risk level downgraded to low risk

As of 10:00am on August 19, 2021, with no new locally transmitted cases of Covid-19 having been reported there for more than two weeks, the Haikou High Tech Zone’s Yunlong Industrial Park has been downgraded to a low-risk area. With this, all of Hainan is now considered to be “low risk” for Covid-19 infection.

The Notice on Continuous Implementation of Normalized Pandemic Prevention and Control Measures was issued by the Hainan Provincial Covid-19 Pandemic Prevention and Control Work Headquarters  on August 19th. Requesting that the people of Hainan continue to work together to prevent the risk of infectious disease entering the island province, the Notice stressed the need to continue to implement normalized prevention and control measures for group activities, and to strengthen the prevention and control of epidemic disease for people in key industries, at key places and institutions, and in high-risk groups. The Notice also indicated that prevention and control capacity should be strengthened, vaccination should continue to be steadily promoted, and the public's awareness of prevention and control measures should be further enhanced.

Per the Notice, inbound visitors to the island who have been overseas are strictly required to implement "14 + 7" control measures meaning that, after 14 days of centralized quarantine, a further 7 days of in-home isolation and medical observation will be required. Any person who has a history of traveling or living in a medium or high-risk area at any time within the past 14 days will be required, after entering Hainan to take a NAT and to undergo 14 days of centralized quarantine and medical observation. Those with a recent history of residence near an affected area (i.e. domestic districts or cities which have medium- or high-risk areas) can enter Hainan as long as they have two negative NATs issued within the past 48 hours (24 hour spacing between the two tests). Those who do not hold the relevant NAT must get one at their port of entry to Hainan. Depending on their specific situation and the port conditions they may be allowed to go home or may be asked to wait for their results at a designated facility. As always, everyone is asked to regularly monitor their personal health condition.

Airports, ports, and other places where staff have direct contact with either inbound personnel or cold chain goods, closed-loop management should be implemented for those staff who are engaged in handling, cleaning, quarantine, border inspection, epidemiological investigation and inquiries, sampling, transshipment, and boarding operations.

Unless absolutely necessary, please do not go abroad or to domestic medium- and high-risk areas. If you are planning on going to Beijing, be aware that you must have a NAT which was taken within the past 48-hours, and that once you have returned to Hainan you should report to your neighborhood committee and employer, and accept any arrangements made by them or Epidemic Prevention & Control workers.

As of the 18th of August, the international cargo terminal of Haikou Meilan International Airport has officially been unsealed and international and regional cargo routes resumed. At 1:34 a.m. of the same day, an Indonesian cargo plane operated by My Indo and flying the Jakarta-Singapore-Haikou route landed at Haikou Meilan International Airport.
